- Description
- NASA/MSFC has a requirement for supplying technical support work and activities within the nexus of Arctic related missions sets of NASA/MSFC Science and Technology Office and the U.S. European Command (USEUCOM) to define DoD requirements, identfy organizations that own specific relevant missions, promote and advance the objectives and goals in support of the Artic Collaborative Environment (ACE) Project. NASA/MSFC intends to procure on a sole source basis from Patuxent Partnership because they support the DoD Science and Technology (S&T) formulation of concepts and requirements definition for major technology demonstration project activities related to international situational awareness and research capabilities for the Artic region. These S&T requirements and Patuxent Partnership's unique knowledge of the objectives of the individual major countries involved in Arctic related projects is a critical consideration for the success of the ACE project. Patuxent Partnership has provided to the USEUCOM a uniquely comprehensive set of specialized technical skills, knowledge of the specific requirements, and major points of contact for development of critical partnerships. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Glenda Morgan at glenda.m.morgan@nasa.gov, or fax to (256)962-7723. no later than 4:00 p.m. CDT on Friday, May 3, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not] acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
