Question Form Industry Day Required RSVP Form AN/TMS-2 Portable Doppler Radar (PDR) Contractor Logistics Support (CLS) Notice for Industry Day Conference: 30 May 2013 1. Introduction: This is an announcement for an Industry Day to be hosted by Air Force Life Cycle Management Center (AFLCMC) Weather Systems Branch (HBAW) to discuss AN/TMS-2 Portable Doppler Radar (PDR) Contractor Logistics Support (CLS). The event will be held on Thursday 30 May 2013 at the Hanscom Conference Center on 25 Grenier Street, Bldg 1106, Hanscom AFB, Massachusetts 01731 from 0800 to 1700 EDT. 2. Background: AN/TMS-2 is a Portable Doppler Radar system that detects, collects, makes data available locally, and delivers weather data information to AFWA, who in turn provides PDR data and products to its customers. In particular, Operational Weather Squadrons use the PDR data and products as part of a comprehensive and ongoing environmental analysis and mission impact assessment to produce weather warnings, watches, advisories, and other mission-essential weather products that are delivered to support air and ground operators. The AN/TMS-2 system enables interoperability to provide consistent and relevant radar analysis information to joint decision makers. AN/TMS-2 generates radar products using volume scan technology that greatly reduces man-intensive analysis and automates radar control. The AN/TMS-2 system operates at the UNCLASSIFIED security/classification level on DoD-provided common-user communications networks. The PDR to be sustained under CLS is the EWR-700XD, a commercial radar manufactured by EWR Weather Radar. The United States Air Force has approximately 20 systems at various locations worldwide which can be re -located to other locations within days. Sustainment must be performed such that a common hardware and software configuration baseline is maintained. A common AN/TMS-2 hardware and software configuration baseline is critical to ensure form, fit, and function commonality to concurrently support the AN/TMS-2 mission and its interface with the Weather Product Management and Distribution System (WPMDS), at AFWA, as well as maintain commonality in operations, maintenance, and logistics among all AN/TMS-2 sites. 3. Registration, Opening Comments, Briefings, and Q&A: Registration will begin promptly at 0800 and will be followed by opening comments from AFLCMC/HBAW. AFLCMC/HBAW will then present a briefing to all registrants regarding the PDR program and potential contract to provide CLS and sustainment services for the AN/TMS-2 PDR. The briefing will begin at 0900 and last approximately one hour. After the briefing, approximately one hour will be allotted for general Questions and Answers. Questions and clarifications raised during the conference will be recorded and written answers will be published on Federal Business Opportunities (FedBizOpps) Website: https:\\www.fbo.gov. 4. Classification/Q&A: All Industry Day briefings and Q&A sessions will be UNCLASSIFIED. Any questions in the open General Q&A Session will be addressed in the open session, and all questions and answers will be posted on FedBizOpps after the Industry Day. Vendor questions should be submitted prior to Industry Day on the form provided by HBAW NLT 1200 EDT, Friday 17 May 2013. The Government will not address proprietary questions during the General Q&A; however, proprietary questions can be addressed during the one-on-one sessions, if needed. 5. One-on-One Sessions: AFLCMC/HBAW will entertain separate one-on-one sessions, limited to potential prime contractors only. The sessions will be held between 1200-1700 hours, on Thursday 30 May 2013, and will focus on requirements and not marketing or sales pitches. One-on-one sessions will be limited to forty-five minutes. The audience will be engineers and management leaders. The number of prime contractor participants for Industry Day is limited to three (3) participants per contractor. Interested parties must reserve a time slot. Time slots are reserved on a first-come, first-reserved basis. Reservations must be made by 1200 EDT on Friday 17 May 2013 via the email address above. Please provide three potential time slots with your registration. A confirmation e-mail will be sent once your time slot has been confirmed. In the one-on-one sessions, vendors will be given 30 minutes to brief the Government on capabilities and approach for CLS/sustainment activities to include responses to address a list of questions to be provided by the Government by Monday 20 May 2013. The remaining 15 minutes will be utilized by the Government to ask follow-up clarification questions. Vendors may ask questions of the Government; however the Government reserves the right not to respond during the Industry Day. Any questions deemed to be relevant to the general audience will be posted, with answers, to FedBizOpps. Proprietary questions can be addressed during the one-on-one sessions, if needed. AFLCMC/HBAW will not publicly disclose proprietary information obtained as a result of the Industry Day. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential. 6. Registration: Contractors interested in attending the Industry Day must RSVP using the form provided by HBAW no later than 1200 EDT, Friday 17 May 2013. The follow information is required: a. One-on-one session with Government?- Yes or No. If yes, please indicate the names of those attending g. 3 potential time slots for one-on-one session Note: Failure to respond to the above RSVP by Friday 17 May 2013 will result in personnel being denied access to Hanscom Air Force Base and subsequently to the AN/TMS-2 Industry Day. Also all members must have a valid photo ID, proof of insurance and registration for their vehicle to access Hanscom Air Force Base. 7. Agenda/Schedule: A draft Industry Day agenda and schedule follows. Subsequent changes will be posted to FedBizOpps: 0800 - Registration 0845 - Welcome and Industry Day Kickoff 0900 - 1000 - Overview briefing of PDR program and potential CLS/sustainment contract 1000 - 1100 - General Questions and Answers/Wrap-up 1100 - Lunch 1200 - Slot #1 1300 - Slot #2 1400 - Slot #3 1500 - Slot #4 1600 - Slot #5 8. Special Note: This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an acquisition approach. The Government does not intend to award a contract on the basis of any responses or pay for the preparation of any information submitted or use of such information. All information received will be used for planning and market research purposes only. All information received that is marked Proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses will not be returned. 9. Directions to the Visitors Center: Take Exit 30B off I-91/Rte128, Hanscom Field Exit, go 1.5 miles to the blinking light on North Great Road, take a right on Hanscom Dr, go ¼ mile straight, bear right to Hanscom AFB, Vandenberg Gate, and check in at the Visitors Center. Note: There is no access from Marrett St/Airport road so stay on North Great Road until you hit Hanscom Drive. b. Directions to Hanscom from Logan International Airport (Boston): As you depart Logan Airport follow the signs to the Massachusetts Turnpike, I-90. I-90 will take you through the Ted Williams Tunnel ($3 toll). Stay on I-90 until you reach I-95/Rte 128. There will be $2 in tolls. Take I-95 North toward Peabody. From Rte I-95 proceed to Exit 30B. See above for further details. Logan Airport/Boston is approximately 25 miles from Hanscom. c. Directions from Vandenberg Gate to Hanscom Conference Center: Once through the gate go straight to the end of the road and take a right on Marret St. Proceed straight through the stop sign to the top of the hill and go right. Bear to the left and continue on Wright St. Take you first left on to Grenier St and proceed past the first set of building on left and park in the adjacent parking lot.
