- Description
- This is a pre-solicitation notice for pilot qualification and maintenance training in Cessna T182T, Cessna 208 Grand Caravan and Hawker Beechcraft King Air 350 aircraft in support of the Air Advisor Training Program. Required training is commercial since flying schools provide pilot and maintenance training to the general public in the same aircraft. The contractor shall provide all services necessary to: (1) qualify USAF instructor pilots to perform Pilot in Command (PIC) duties in the Cessna 182/208 aircraft. The contractor shall develop the training syllabuses (Cessna T182T and Cessna 208 Preparation Courses). The contractor shall provide all services necessary to prepare USAF maintenance personnel for field maintenance, launch, and recovery duties on the Cessna T182T, Cessna 208 and the King Air 350. The contractor shall provide instruction, equipment and classroom materials necessary to train deploying Cessna 172, Cessna 208 and the King Air 350 pilot and maintenance personnel. Contract performance location is in the succesful offeror's facility. This acquisition will be solicited as a Request For Proposal, source selection to be conducted in accordance with FAR Parts 12 and 15. A firm-fixed price type contract will result from this solicitation. Estimated Request for Proposal Issue Date: 30 April 2013. Estimated Proposal Closing Date: 30 May 2013. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to FedBizOpps (http://www.fbo.gov). It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. Period of Performance: The anticipated performance period will begin on or about 1 Aug 2013. The anticipated performance contract period for all services shall consist of a twelve (12) month base year with four (4) twelve (12) month option periods. A firm fixed price, IDIQ contract will result from the solicitation. This acquisition will be conducted using 100% Small Business set-aside competition procedures. In order to be eligible for award, registration in the Central Contractor Registration database is required. To register, please go to http://www.ccr.gov. The North American Industry Classification System (NAICS) code for this solicitation is section 611512, Flight Instruction. The small business size standard is $25.5 million.
