STATEMENT OF WORK DRAFT This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. PROJECT REQUIREMENTS: 1.BACKGROUND INFORMATION The Office of Computer and Communications Systems (OCCS) provides efficient, cost-effective computing and networking services, application development, technical advice, and collaboration in informational sciences to support NLM's research and management programs. OCCS develops and provides the NLM backbone computer networking facilities, and assists other NLM components in local area networking. The Division provides professional programming services and computational and data processing to meet NLM program needs; operates and maintains the NLM Computer Center; develops software; and provides extensive customer support, training courses, and documentation for computer and network users. OCCS helps to coordinate, integrate, and standardize the vast array of computer services available throughout all of the organizations comprising NLM. The Division also serves as a technological resource for other parts of the NLM and for other Federal organizations with biomedical, statistical, and administrative computing needs. This Statement of Work (SOW) describes requirements for software development, Web design and implementation. Contractor support is required for the continued growth and evolution of the OCCS activities in above areas. 2.OBJECTIVES Independently, and not as an agent for the government, the contractor shall provide services to the National Library of Medicine from qualified and experienced personnel to support the, development, programming and maintenance of OCCS projects and initiatives. The contractors shall have demonstrated experiences in responsive WEB design and accessibility. Following presents the program area and project that require contractor support. The support encompasses but is not limited to the following: 3. TASKS National Library of Medicine Critical Website: DailyMed Redesign Mandatory skills and qualifications for this include but not limited to: • Very good domain knowledge and understanding of DailyMed web site/features is required • Solid experience in responsive design and development • Extensive experience and knowledge in creating section 508 and WCAG compliant sites and PDF documents • Demonstrated experience in scripting and implementation of web usability testing • Demonstrated experience of working with government agencies, especially healthcare and research institutions. • Very good familiarity and understanding of NLM web technical specification which includes but not limited to Code Standards and Technology, Accessibility, Compatibility (hardware, platforms, browsers, etc.), Construction and Delivery for sites designed by vendors, Security, Source code and Files, etc. • Subject matter expertise, especially in medical area such as certified Medical Illustrator • Demonstrated experience in creation of medical illustration, web sites, print collateral for audiences such as patient education, etc. Experience in social media. • Experience in design of identity systems and brand strategy • Good ability to provide professional design document Web Development Web Development Services are required for the design and production of websites to convey content and supplemental information. Scope of work and specifications will indicate the general and specific tasks required for that project including but not limited to Concept Design, Information Architecture, User Interface Design, Design and Code Development, Final Production, User Testing, and Preparation and Finalization for Launch. Work may include elements of post-launch maintenance. Web Development Services require interpreting content in an innovative and interactive online experience for stakeholders. The Web Development Vendor develops design and specifications for the architecture, structure, navigation and programming of the website. The Web Development Vendor produces the site and delivers the files to the Library for hosting. The Web Development Vendor will have expertise in information architecture, human factors, interface issues, and usable design specific to the World Wide Web. The Web Development Vendor shall coordinate IT related issues such as: • Accessibility - ensure that the website is compliant with Section 508 of the Rehabilitation Act for users with disabilities (http://www.section508.gov/) • Human factors - ensure that systems requiring human interaction are designed to be easy to operate, intuitive, and comfortable. • Infrastructure - ensure that the website will successfully integrate with the Library's infrastructure (the NLM Web Design Policies http://www.nlm.nih.gov/web/documentation/policy.html and any future updates are incorporated into this purchase order). Requirements: Creative Director: Five years experience managing the creative approach and solutions to website development based on content and audience needs. Must have thorough understanding of communicating with images, words, and sound. For example, the knowledge on how to blend audiovisual presentations with objects, graphics, and three-dimensional space to effectively communicate the intended message to the intended audience, and experience developing sites that meet Section 508 of the Rehabilitation Act for users with disabilities. Must be skilled in working with professional, multi-disciplinary creative groups in a team environment. Lead Web Architect: Three years demonstrated experience creating the architecture for and developing multi-tiered applications. Significant back-end integration experience with database systems. Extensive experience with web based application design and implementation. Web Developer: Three years demonstrated experience in web based application programming technologies in a web environment on museum or similar educational, content intense projects including but not limited to Java, JavaScript, HTML, DHTML, XML, user interface design and database management system. Proficiency in UNIX (Solaris) and Windows NT platforms, Perl with CGI, Flash, and QuickTime. Graphics Designer: Three years experience working as a graphic designer in a web environment on museum or similar educational, content intense projects. Experience with creating accessible web sites, senior friendly web sites or sites that comply with Section 508 of the Rehabilitation Act for users with disabilities. 4. PERIOD OF PERFORMANCE 12 months from the date of award with one 12-month option year. THE DRAFT STATEMENT OF WORK IS ATTACHED Confidentiality of Information In accordance with FAR 52.227-14(b), the contractor shall guarantee strict confidentiality of the information/data that it is provided by the Government during the performance of the contract. The Government has determined that the information/data that the Contractor will be provided during the performance of the contract is of a sensitive nature and cannot be disclosed in any manner. The Contractor, in whole or in part, can only make disclosure of the information/data, after the Contractor receives prior written approval from the Contracting Officer. Whenever the Contractor is uncertain with regard to the proper handling of information/data under the contract, the Contractor shall obtain a written determination from the Contracting Officer. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities, however, the statement should not exceed 5 pages. (b) The capability statement must identify the responder's business type and size. (c) The capability statement must provide company name and address, point of contact, phone/fax/email and NAICS Code(s). (d) All capability statements must be submitted electronically no later than 12:00 pm eastern standard time on Tuesday, May 14, 2013 to Ryan Singletary at ryan.singletary@nih.gov THE DRAFT STATEMENT OF WORK IS ATTACHED THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition.
