Description
The U.S. Army Materiel Systems Analysis Activity (USAMSSA), in conjunction with the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense (JRO-CBRND), is seeking information on products, technologies, and approaches that support the mass casualty/patient decontamination of individuals who have been injured or are experiencing symptoms, from exposure to traditional chemical warfare agents, biological warfare agents, non-traditional agents, toxic industrial materials and radiological particles. Although the focus is on products and/or technologies at Technology Readiness Level (TRL) 4 (as listed by the Chemical Biological Defense Program (CBDP) Technology Transition Handbook; 20 July 2005), we will consider technologies at lower TRLs if appropriate. Specific information requested on each of the products or technologies includes: Chemical, Biological, and Radiological Test Data to include efficacy, ability to contain agent contamination, and permeability resistivity) Material Compatibility to include decontamination solutions including but not limited to caustic 1 to 18%, HTH, and bleach Detector Compatibility (i.e., are there any known interferences with monitoring technologies?) IPE Compatibility Area Coverage (i.e., square footage or foot print) oCompartmentalization (receiving area, decontamination area, clean/post decontamination area) oAbility for ad ons - e.g., triage area, personnel affects decontamination area, etc. oRequirement for support systems including but not limited to decontamination supply system, heater for decontamination system and interior areas Procedures to operate Consumables Capacity/Throughput, - personnel per hour, decontamination and rinse water flow rate per decontamination station, collection and removal of spent decontamination solutions, and ability to segregate rinse water) Times to Set-up and Process Power Requirements including lighting and any other ancillary equipment Adaptability/Modularity Environmental Considerations including any hazardous waste generation and waste disposal Resources including manpower, decontaminants, supplies Storage requirements Post utilization cleaning requirements Skill Level, Training Requirements, and Training Provided Warranty information Point of Contact (POC) Interested parties shall submit information in response to this RFI to: USAMSAA, AMXAA-CB ATTN: Rick Arcilesi 392 Hopkins Road APG, MD 21005-5071 Questions concerning this RFI may be addressed by contacting: Rick Arcilesi (410) 278-6656 Email: richard.d.arcilesi.civ@mail.mil Responses should be received NLT COB 24 May 2013. Additional Information All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit all supporting documentation requested by this solicitation to the POC noted above.
