Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with International Cryogenics, Inc. of Indianapolis, IN for the repair of a Liquid Helium Cryostat for the NIST Center for Neutron Research (NCNR) at NIST, Gaithersburg, Maryland. NIST's NCNR currently owns and utilizes a unique Liquid Helium Cryostat that is specially designed for and used in neutron scattering experiments. The unique features that set this cryostat apart from other research cryostats are its 360 degree access to the sample and absence of cryogens in the horizontal neutron scattering plane, the of thinned aluminum where neutrons are meant to penetrate, liquid cryogen consumption that is independent of the sample temperature, and large sample space compared to other low temperature systems and 3He capabilities to reach a lower base temperature. The unique Liquid Helium Cryostat was developed, designed and manufactured in the 1970's by International Cryogenics. The daily usage of the Liquid Helium Cryostat has developed leaks, and areas within the instrument have degraded. Repair of the instrument is required in order to continue the research projects. International Cryogenics, Inc is the sole manufacturer of their instruments. Their manufacturing techniques and technology is proprietary and only their technicians are authorized and capable of repairing the system to its original performance metrics. No other companies The North American Industry Classification System (NAICS) code for this acquisition 332999, with a size standard of 750 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 15, 2013 will be considered by the Government.
