- The National Science Foundation (NSF) intends to place a Simplified Acquisition order with the LinkedIn Corporation using other than full and open competition for online recruitment tools. Accordingly, the NSF intends to award an order to the LinkedIn Corporation for its "Gold" career page, Work with Us Ads, and Job Slots, for purposes of using social media to enhance recruitment; target and recruit the best talent, expand the reach of Dear Colleague letters, hard to fill vacancies and vacancies posted on USA jobs to attract public and private sector prospects; and to brand NSF as an employer of choice. The period of performance is for one year. LinkedIn is the only resource that offers access to both active (actively looking for a job) and passive (not looking but would consider another career opportunity) candidates. With over 200 million members globally and growing by 2 new members per second, LinkedIn offers the ability to identify and target the best candidates for vacancies, not just the best available individual. This also includes the ability to target diversity candidates via the >3,000 diversity groups on LinkedIn. Over 20 million students and recent graduates are currently on LinkedIn and this number continues to grow. This demographic is LinkedIn's largest growth segment. Highly targeted job slots : LinkedIn profiles have become the professional profile of record. It allows members to showcase their accomplishments, skills, current and past employment, interests, etc. These sections of a LinkedIn member's profile help agencies, like NSF, target the right individuals for the vacancy. Jobs are sent to up to the top 3,000 best profile matches on LinkedIn. Moreover, these targeted individuals can also share the vacancy announcement with their network. Employer branding : Employer branding of our agency is critical in driving effective recruitment. Particularly with passive candidates, who are not actively seeking a new job, as well as students and recent graduates, an agency needs to properly target a prospective candidate and sell them on the agency as the place where they need to work. If a prospect is notified about a vacancy through LinkedIn, they will stay on the site to quickly assess if this is the right opportunity for them. Therefore, the employer branding is key in driving that candidate to ultimately apply and in many cases, leave their current agency/organization to join ours! Employer branding on LinkedIn increases job applications by over 35%. There is a 400% increase in response to Recruiter inMails with a career page. Owning ad space on employee profiles : The most popular activity on LinkedIn is looking at members' profiles. Moreover, talent attracts talent so as members view NSF members' profiles, either because they used to work together, they are interested in NSF, etc., NSF can own the ad space on ALL of NSF employee profiles on LinkedIn. This can further engage these prospects to learn more about NSF, follow NSF and view other vacancies. Mobile recruitment : Mobile recruitment is on the rise and LinkedIn allows prospects to also be targeted while on the go or while they are out of the office. LinkedIn is the only known source providing this valuable combination of recruiting services resulting in the best quality candidates while saving time and money. Firms interested in this requirement that believe they have a product that can meet these needs are invited to submit documentation no later than 3:00pm, May 8, 2013, (Eastern time) that demonstrates their ability to meet the requirements of the NSF.
