- THIS IS NOT A REQUEST FOR BID/PROPOSAL. THE GOVERNMENT IS SEEKING INFORMATION FOR MARKET RESEARCH PURPOSES ONLY. This is a modification to the original request for information VA528-13-I-0179. The VA Western New York Healthcare System, Batavia, New York, is conducting market research for the following small business programs: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB) and Small Business (SB) to furnish all labor, materials, tools, equipment, supervision etc. necessary for work on existing elevators located at the VA Western New York Healthcare System, Batavia, NY. The requirement is to upgrade two (2) five (5) stop surge PLC traction passenger elevators, 3500 Lbs. @ 200 FPM. Work shall include, but not be limited to, updating of entire cab interior (walls, floor, and ceiling) and entry-way including new doors, sill, and entryway. New non-proprietary microprocessor controls w/ Variable Frequency Variable Voltage drive units, new hoist machine & hoist cables, AC motor with closed loop drives fitted to the existing overhead traction machines, rope gripper, governors & governor cable, car door operator & hoist way door equipment, car and hall pushbutton stations, signal fixtures, hoist way lighting, new secondary braking system, installation of a new over-speed governor, updating of all car and hoist-way door equipment, installation of new ADA compliant signal fixtures where the use of LED acknowledgement for call buttons and segmented LED for position indication is standard, installation of automated voice annunciation that announces each landing and direction of travel as the car stops, door closing announcements (if doors are held beyond normal time), and building emergency announcements such as Fire Fighters' Recall. Provide digitized audio voice system activated by stopping at a floor. Install compliant with current elevator safety, fire safety and ADA code requirements. The estimated construction cost range for this project is between $250,000. and $500,000. The North American Industry Classification System (NAICS) code for this procurement is 238290 with a size standard of $14.0 Million. Small Business programs who are interested in performing this work as a prime contractor and have the capability of providing bonds (bid/payment/performance) for a project in the cost range outlined above should e-mail Rosanne.Raczkowski@va.gov to notify the Government of your interest in this project. If a contract is ultimately awarded for the work described herein, small business programs who would work as the prime contractor are required to perform at least 25 percent of the cost of the contract, with its own employees. Note: for any SDVOSB interested in performing the work as a prime contractor, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns. For any VOSB interested in performing the work as a prime contractor, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible veteran-owned small business concerns. INTERESTED SMALL BUSINESS PROGRAMS SHALL ALSO INCLUDE IN THEIR E-MAIL information as to how they plan on performing 25% of the cost of the contract as described above.
