- This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the Description of Requirements currently posted to FEDBIZOPS, interested capable contractor are invited to provide responses to the following questions. Please provide responses if you can support some or the entire Requirement, highlighting the specific areas. Responses should follow this format and be submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. 1.Please provide the following Point of Contact information: Company: Address: Point of Contact: Phone Number: Fax Numbers: Email Address: 2. Please identify your company's small business size standard based on the primary North American Industrial Classification System (NAICS) code of 541330. If you identify your company as a Small Business or any of the SB subcategories as stipulated in Question # 2, then is your company interested in a prime contract for the below Description of Service? 4. Under the current SB recertification regulations, do you anticipate your company remaining a small business, under primary NAICS Code 541330? If you are a SB answer questions 4A & B. All others skip to Question #5. A. If your company is awarded the contract, will you be able to perform at least 50% (percent) of the work? B. If you are a small business, can you go without a payment for 90 days? 5. Does your company have experience as a prime contractor administering Multiple Award Contracts (MACs)? 6. Is your company planning on business arrangements with other companies, please list the process used in selecting the members? 11. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements of the below Description of Service. Offerors are encouraged to identify teams, indicating each team member's size based upon the NAICS code of the work that the team member may be doing. 12. Is your company currently providing similar services to another government agency (you may also include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially 13. Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort? 14. What are the core competencies of your employees that would support the requirements of the Description of Service? Also, provide the total number of individuals currently employed by your company that are capable of supporting the requirements in the Description of Service. 15. Does your company have a SECRET facility or access to one should it be required? 16. Do all the employees that would support this Description of Service have a SECRET Clearance? 17. Does your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system? 18. This RFI calls for sustainment services to include maintenance activities in a war zone. Please describe your ability to ensure seamless maintenance services for systems employed in a hostile environment to an operational availability of 95%. 19. This RFI calls for the potential vendor to furnish Contractor Field Service Representatives (FSRs) to provide all field-level maintenance and repair activities on AN/TPQ-53 radar systems to an operational availability of 95%. A.Do you have an existing program of instruction to quickly train candidate FSRs to accomplish all specified and implied duties? B.Describe your current resources and expected methods to train FSRs in the required quantity to perform all field-level repairs of the AN/TPQ-53 radar system. C.If the Government required an increase in the quantity of FSRs, how would you accomplish that expansion? How quickly could an additional 6-10 FSR be properly trained? D.FSRs require additional knowledge above and beyond the Operator and Maintenance training. What is your estimate of the time required to establish a FSR training package and certify a sufficient number of FSRs to properly support the ongoing AN/TPQ-53 mission? E.What is your estimate of the time required to re-fabricate the training material, and what resources would you require access to in order to accomplish this? 20.Describe your past performance and on-hand resources to manage a stockage of repair parts, including managing all aspects of repair and return activities. 21. Please describe your ability to provide training, logistics, and sustainment management for software and hardware that is continuously enhancing existing capability and integrating new capabilities. 22. Please describe your ability to provide strategic planning, and process improvement to critical system-level support for a chartered acquisition program. 23. Please describe your organizational management, administrative management, and manpower management procedures as they relate to supporting a metrics driven support organization. 24. Identify your company's past and current customers to which you provided similar products, including a customer/company name, point of contact, phone number, and address/e-mail where they can be contacted. 25. Describe your company's command hub / helpdesk capability and the associated field support infrastructure for responding to issues in the field. 26.Describe how the required help desk activity will contain the necessary technical support to resolve higher-level technical issues encountered by the FSRs. 27.The Government has not procured a Technical Data Package from the Prime Contractor at this time. The production baseline of software, the Technical Manuals, and the Training Products may not be finalized or delivered by contract award. Access to systems is limited, and the Prime Contractor owns the only existing FSR training program. What is your company's plan for providing seamless engineering support and field support, without these products? 28. What is your estimate of the time required to establish the AN/TPQ-53 support environment? 29. Interested companies may also provide a quote mark White Paper quote mark (no more than 20 pages in length) describing how its products and technical expertise could produce and deliver such capabilities as described in the information below. GENERAL The contractor shall provide assistance to PdM Radars in Project Manager Cruise Missile Defense Systems (CMDS) as outlined in the paragraphs below. PERIOD OF PERFORMANCE / PLACE OF PERFORMANCE The place of performance shall be at military installations in CONUS, OCONUS, and Afghanistan. The Period of Performance will be one (1) twelve (12) month base period and one (1) twelve (12) month option. DESCRIPTION OF SERVICE The contract tasks entail Interim Contractor Support (ICS) for the Initial Production (IP) and Low Rate Initial Production (LRIP) AN/TPQ-53 radar systems to ensure the sustainment of the systems prior to development and implementation of the formal long-term supportability concept. This effort shall be performed on a Cost Plus Fixed Fee (CPFF) Term. The ICS effort will include program management, reliability improvement and management, and maintainability improvement and management, repair activities, Command Center Support, training for Field Service Representatives (FSR), FSRs, System Support Package Update, Diminishing Resources/Obsolescence Management (OM) services, Operational Test support, and software support. The above support will be provided to AN/TPQ-53 IP and LRIP systems to achieve a 90% Operational Availability (Ao). It is assumed that 8 AN/TPQ-53 systems will operate on a 23/7 schedule (23 hours a day, 365 days a year) in deployed locations and up to 56 AN/TPQ-53 systems will operate on a 20 hours per week schedule in peacetime locations.
