Description
RFP and Attachments General Information The Navy Exchange Service Command (NEXCOM) Enterprise is a retailing operation within the Department of the Navy (DON) that provides products and services to authorized customers (i.e., members of the U. S. Armed Forces, especially Navy active duty officers and sailors, retirees, reservists and their immediate families). The following programs comprise the NEXCOM Enterprise: NEXCOM Headquarters, Navy Exchanges (NEXs) (retail and services stores), Navy Lodges (hotels/motels), Ship's Store Program, Uniform Program Management Office (UPMO), Telecommunications Program Office (TPO) and Navy Clothing and Textile Research Facility (NCTRF). NEXs include retail and service facilities, operated in a commercial manner subject to congressional, Department of Defense (DoD), and DON limitations. Retail facilities include: main stores, mini-marts, garden shops, uniform shops, package stores and furniture stores. Service facilities include: laundry / dry cleaning and tailoring, vending, food services, barber / beauty, optical shops, personalized services (such as florists, key making, engraving and gift wrap), car and truck rental, fueling stations, and automotive service operations. NEXCOM provides management direction and oversight to the various NEXCOM Enterprise elements. NEXCOM is a component of Naval Supply Systems Command (NAVSUP). In addition, NEXCOM provides operational and technical support to the Military Sealift Command (MSC) Exchanges. NEXCOM operates primarily with non-appropriated funds (NAF) and by selling goods and services to military patrons and their families, generating dividends to support Navy Morale, Welfare, and Recreation (MWR) programs. No appropriated funds (APF) of the United States shall be obligated, due or payable to a NEXCOM Contractor. Purpose NEXCOM is soliciting proposals from firms to provide a dive shop concession at the U.S. Government installation(s) listed below. The firm awarded a Contract as a result of this Request for Proposals (RFP) shall provide a commodity concession in accordance with this Contract, NAVSTAGTMOINST 1711.1A (see attached), and the Contractor's standard operating procedures, using Contractor personnel, equipment, products and supplies. Naval Station (NS) Guantanamo Bay (GTMO): NEX Guantanamo Bay Period of Performance The Contractor shall deliver the supplies and perform the services to be rendered hereunder for a period of three (3) years commencing on or about 1 July 2013. Estimated Sales The estimated annual sales provided below are estimates only of the potential volume of business and based on the best information available, considering past sales and/or projected requirements, and are for information purposes only. Greater sales are anticipated, depending on Contractor's performance and marketing abilities. NEXCOM makes no warranty, expressed or implied, of the volume of business and gross sales to be realized from this Contract. LocationEstimated Annual Sales NEX Guantanamo Bay, Building #776$800,000 Site Visits Scheduled site visits will be the only opportunity provided to offerors to physically inspect the location(s) herein. It is strongly recommended that offerors visit the Government installation(s) and inspect the existing facilities to obtain the structural and demographic information related to local conditions that may affect the cost / performance of the Contract and familiarize themselves with the proposed locations of the concession required by this Contract. In no event will a failure to inspect the site constitute grounds for a claim after award of the Contract. Evaluation and Award Proposals will be evaluated and a single award made to the responsive and responsible offeror whose proposal, conforming to the solicitation, is determined to provide the best value to NEXCOM. "Best value" is defined as the proposal that effectively balances technical merit, past performance and commissions. As used here "responsible" means the Contracting Officer can reasonably expect satisfactory contract performance and offeror is determined to have (1) adequate financial resources; (2) the necessary experience; (3) a record of satisfactory performance and, (4) have sufficient capacity to perform as required, considering the requirements contained within this solicitation. Any requests for additional information or clarification must be submitted in writing no later than fourteen (14) days before proposals are due at NEXCOM Headquarters.
