- Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only public solicitation; proposals are being requested and a separate written solicitation will not be published. Solicitation number N62786-13-T-0001 applies. Proposals must be received by 12:00 p.m. EST on Friday, May 31, 2013 to be considered. The RFQ-incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 and DFARS Publication Notice (DPN) 20130328. Supervisor of Shipbuilding, Bath, Maine intends to award a firm-fixed price contract in accordance with FAR 13.302. This requirement is set-aside for all categories of small business to include 8(a), HUBZone, Veteran-Owned, Woman-Owned Small Business, etc., and only qualified offerors may submit bids. The proposed acquisition is being processed utilizing Simplified Acquisition Procedures on a competitive basis. It is anticipated that award will take place on or before June 17, 2013. The North American Industry Classification System Code (NAICS) is 336611 with a small business size standard of 1,000 employees. SUPSHIP Bath has a requirement to contract for the following items: CLIN 0001: Overhaul/Repair of Tugboat LT65 (LT-65). The work includes, but is not limited to, SLIN 0001AA Control of Hazardous Waste Produced on Naval Vessels, SLIN 0001AB Underwater Hull Inspection and Repair, SLIN 0001AC Clean and Inspect Fuel Tank, SLIN 0001AD Remove Deck Plug, SLIN 0001AE Replace Steering Gear Compartment Access Hatch and Coaming, SLIN 0001AF Replace Main Propulsion Diesel Engine, SLIN 0001AG Repair Propulsion Shaft, SLIN 0001AH Replace Navigation Light Cable, SLIN 0001AJ Replace Depth Transducer, SLIN 0001AK Replace Seawater Cooling Piping, SLIN 0001AL Repair Rudder Assembly, SLIN 0001AM Preserve Interior Compartment Bilges and Engine Room Bulkheads, SLIN 0001AN Preserve Exterior Surface, SLIN 0001AP Accomplish Underwater Hull and Freeboard Preservation, SLIN 0001AQ Replace Hull Zinc Anodes, SLIN 0001AR Accomplish Non-Skid and Deck Preservation, SLIN 0001AS Install Anti-Sweat Coating, SLIN 0001AT Provide Towing Service (OPTION ITEM), SLIN 0001AU Accomplish Cleaning and Pumping, and SLIN 0001AV Accomplish Drydocking and Undocking. Offerors must submit offers for each work item, including the option item, to be considered. Each item is to be quoted separately. The Government intends to award to the vendor whose quote represents the best value to the Government, price and other factors considered. Price is the most important factor and is significantly more important than technical capability which is approximately equal in importance to past performance. When technical capability and past performance are combined, they are approximately equal in importance to price.
