Description
The National Institute of Standards and Technology (NIST) intends to award on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Massachusetts Institute of Technology 77 Massachusetts Avenue E19-750 Cambridge, MA 021394-4307 to obtain and maintain a World Wide Consortium membership for the National Institute of Standards and Technology (NIST)Division 77, Information Technology Laboratory, located in Gaithersburg, MD. The resulting purchase order will be a sole source award for a Base Year Plus 4 Option Years. The W3C Consortium supports the advancement of information technology in the field of networking, graphics, and user interfaces by evolving the World Wide Web towards a true information infrastructure, and encourages cooperation in the industry through the promotion and development of standard interfaces in the information environment known as the "World Wide Web." It is a unique consortium with no direct competition noted. W3C is well regarded in the computing industry, and other well-known members of this consortium include Oracle, IBM, Microsoft, Semantic, Defense Information Systems Agency (DISA), (NASA), and many others. The government has received all benefits of membership and requires continued membership in the W3C Consortium to main current industry information technology practices. The NAICS Code is 519190 with a size standard of $7.0 million. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by 06 May 2013, 12:00pm, EST will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
