- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 13 Simplified Acquisition Procedures (SAP), supplemented by subpart 12.6, and with additional information as included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number M00681-13-T-0082 is being issued as a Request for Quotations (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and the Defense Federal Acquisition Regulation Supplement, current to DPN 20130412. The North American Classification System Code is 511210 the small business size standard is $35.5m. This acquisition is a 100% SMALL BUSINESS SET-ASIDE. Any quotations received from concerns other than small businesses will not be considered for award. I MEF Expeditionary Unit (MEU), Camp Pendleton, California, has a requirement for SOUND PROPAGATION SOFTWARE. A description of the requirement and the product ™s capabilities are as follows: CLIN0001: A standalone software suite compatible with a Windows XP OS. The software shall not require a web-based or virtual interface to operate. The software will be installed on PC and be operable wherever the PC is taken. The software shall allow the operator to input all of the following: Digital terrain elevation data (DTED) and other types of geospatial data to create a sound model area. Should accommodate different terrain composition features, e.g. Water, Sand, Rock, Woods, etc. Meteorological and atmospheric data. Man-made structures that affect sound propagation, e.g. buildings, bridges, etc. It should provide several default virtual sound emitters, e.g. cars, trucks, trains, generators. It shall allow the operator to create custom sound emitters. The Government currently has the noise signature data for military rotary-wing and fixed-wing aircraft, as well as land based vehicles. The noise propagation from different aircrafts is very dynamic and changes significantly at different angles and speeds. Examples include the dual-rotor Chinooks, the tilt-rotor Ospreys, Sea Stallions, Cobras, Hueys, etc. It shall allow the operator to create multiple flight paths for both the default and custom sound emitters. Ideally, it will compensate for altitude variations during each flight path, or provide a reasonable work-around for doing so. It shall accurately model and display a three dimensional (3D) graphical representation of noise propagation using all the data inputs and export both still pictures and video files in formats compatible with standard Windows applications, e.g. jpeg, bmp, mp4, wmv, etc. It must have the ability to calculate sound propagation from (1) the aircraft ™s perspective and (2) a ground based observer ™s perspective. CLIN0002: Customer Service/Technical Support: The Contractor shall provide 1 year unlimited technical support over the phone. The Contractor can reasonably expect approximately 10 hours of technical support may be provided during this time. The Government will award a contract resulting from this solicitation to the responsible business whose quotation conforms to the solicitation and provides the best value to the Government. All quotations will be arranged by price, lowest to highest. Each quote must provide software capable of performing all the tasks and providing all the features as mentioned in the requirement and product description above to be considered for award. The award will go to the lowest price technically acceptable.
