- Department of Veterans Affairs (VA) Data Mining and Data Analytics Services Request for Information (RFI) VA118-13-I-0243 Introduction This is a Request for Information only. Do not submit a proposal or quote. The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is soliciting for information related to the Data Mining and Data Analytics Services described below. The goal of this RFI is to support VA's market research in developing a procurement framework that may be used for a subsequent acquisition. Nothing in this document should be considered binding or in any way obligate VA. The Government will not remunerate any respondent for the cost of information provided in response to this RFI. Relevant questions and comments are highly encouraged. Background The VA Office of Management (OM) is seeking information from agencies and firms that provide business intelligence services that are inclusive of data mining and data analytics for use by VA's Chief Financial Officer. VA is investigating a means by which the vast amount of data it has stored can "talk to" senior officials. The primary purpose of this notice is to identify interested sources for information and planning purposes only. Submissions from small and disadvantaged businesses are encouraged. VA systems that are being considered for the application of Business Intelligence (BI) are: charge card system; Integrated Funds Distribution Control Point Activity system (used to distribute funds, create purchase requests/purchase orders, create receiving documents, and limited inventory accountability); VA Financial Management System (VA's accounting system)); VA time & attendance system; Personnel Accounting Integrated Data system (VA's payroll and human resources system); and, FedTraveler (VA's travel system). Specifically, VA is investigating BI services that use an automated system(s) with the following salient characteristics: 1.Commercial Off-The-Shelf (COTS); 2.Web based; 3.Fully compatible with different legacy system technology; 4.Meets all Federal data security requirements; 5.Can pull and analyze dissimilar but structured and unstructured data from multiple systems; 6.Can perform a 100% audit of transactions on a near or real-time basis; 7.Capable of performing continuous monitoring over target applications/data sources; 8.Provides predictive modeling based on a set or sets of data; 9.Has a pre-built set of rules; 10.Has ability to refresh rules as learning occurs; 11.Identifies, categorizes, and reports on individual high risk actions; 12.Has the capability to establish an audit trail; 13.Has the ability to analyze data both on and off VA IT systems; 14.Has the capability to provide multiple "dashboards"; 15.Has the capability to print customizable reports; and, 16.Capability to capture metadata (Metadata is defined as the data providing information about one or more aspects of the data, such as: means of creation of the data; purpose of the data; time and date of creation; creator or author of the data; location on a computer network where the data was created; standards used, if required.) Upon request, the Government is willing to meet with interested parties, either in person or by conference call, during this market research phase. Submissions of interest and/or statements of capability in the requirement mentioned above should include the following information, taking into consideration that the information submitted may not be used for a procurement action: 1.Brief capabilities statement; 2.Point of contact's name, position, phone number and e-mail address; 3.Ability to data profile; 4.Recommended NAICS code; 5.A brief description of previous data mining, business intelligence and/or business analytics work that was performed for Federal agencies (please include agency name and contract number); 6.A list of what information VA needs to provide to vendors in a solicitation; and, 7.Appropriate restrictions on the distribution and use of the information. 8.Overview of potential areas of analysis and capabilities using the above data sets (core financials, purchase card, small purchasing data, time & attendance, payroll, and travel) at source material. Instructions for Submitting RFI Response Submit responses electronically via the Virtual Office of Acquisition (VOA) by 3:00 PM Eastern Standard time, May 21, 2013. The web address for the VOA site is https://www.voa.va.gov/. Offerors will be required to be registered users on the VOA website in order to submit responses. Once they are registered, vendors can click on the "Proposal Dashboard" link and within that link click on "Add Proposal" to open up the form to upload files. The "Proposal Type" drop down field should be changed to VA118-13-I-0243 to reflect the RFI being responded to. For registration or technical issues concerning proposal submission, contact voahelp@va.gov. WARNING: Please do not wait until the last minute to submit your files. We recommend the transmission of your files 24 hours prior to the required due date and time. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission. We prefer that you submit your information in three volumes. All proprietary/company confidential material shall be clearly marked on every page that contains such. Responses should also include a short summary of your company's capabilities to provide Data Mining and Data Analytics Services. Include the name, phone number, and email address of the lead from your organization. Provide company business size and status as designated by the NAICS 541519 and the U.S. Small Business Administration (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.) Identify existing contract vehicles in which your company is participating that relates to Data Mining and Data Analytics Services. Instructions for Submitting Questions Your questions shall be submitted electronically via VOA. Information submitted by any other method will not be considered. Your questions shall be contained in one file titled using the following format "Data Mining and Data Analytics Services RFI questions-the name of your company."
