- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure, on a sole source basis under contract N68936-12-C-0141, a Level-of-Effort (LOE) contract modification to The Boeing Company, 6200 J S McDonnell Blvd, St. Louis, MO 63134-1939. This modification will increase the level of effort to accomplish unanticipated and additional tasking. New tasking includes additional flight qualification and analysis for the AIM-120 Missile including Ground Vibration Testing (GVT) and analysis. GVT analysis will require airframe fatigue life extension studies, airframe component fatigue life measurement and analysis (specifically frames 41-43 and Speed Brake), obsolescence study and analysis of airframe and avionics components (e.g., V-Fin antenna, Radar Warning Receiver, Advanced Memory Unit), and analysis of British GR-9 aircraft components (both airframe and avionics) for compatibility with US AV-8B aircraft. Potential System Configuration Set (SCS) additional tasks include Warfare Management Computer Automated Test Procedure enhancement. The modification will increase effort on the basic contract already in place providing an additional 28,246 hours in support of the AV-8B Joint Systems Support Activity (JSSA), China Lake, CA. Total period of contract performance remains unchanged to April 17, 2017. The increased complexity requires Boeing's experience and resources only The Boeing Company can provide. Only Boeing can insure compatibility between software and aircraft systems due to on-going changes, upgrades, and system enhancements that are made to fleet aircraft. The services shall be performed at the contractor facility in St. Louis, MO and on-site at the NAVAIRWARCENWPNSDIV China Lake, CA. Any firms believing that they can provide the required services must submit a written response by 16 May 2013 clearly showing their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the product to the fleet.
