Draft Statement of Work of 4.11.2013 SMALL BUSINESS SOURCES SOUGHT ___________________________________ NOTICE NUMBER: HHSN-NIH-NCI-SBSS-TSB-40026-30 TITLE: Operation & Maintenance Support for the National Cancer Institute's eGrants and Docman systems This is a Small Business (SB) Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this Small Business Sources Sought Notice is to (1) obtain information regarding small businesses that are interested in and capable of performing the work described in this Notice; (2) identify these businesses as small businesses, HUBZone SB, service-disabled SB, veteran-owned SB, 8(a) SB; veteran-owned SB; woman-owned SB; or small disadvantaged business; and (3) verify their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under NAICS code 541512 should not submit a response to this notice. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. Interested parties are expected to review this Notice, particularly the Draft Statement of Work (SOW), to familiarize themselves with the requirement of this project. BACKGROUND The Department of Health and Human Services (DHHS) National Institutes of Health (NIH) is the world's largest biomedical research facility. The National Cancer Institute (NCI), established under the National Cancer Institute Act of 1937, is the largest Institute within the NIH and is the Federal Government's principal agency for cancer research. NCI is seeking businesses that have the capabilities to fulfill the requirements of the attached Draft SOW and conform to the following small business categories: small business concerns; 8(a) small businesses; woman-owned; small disadvantaged businesses; HUB Zone small businesses and Service-disabled Veteran small business. It is anticipated that the intended procurement will be classified under North American Industry Classification Code (NAICS) code 541512 - Computer Systems Design Services. Specific background information on the requirement is provided in the Draft SOW. PURPOSE AND OBJECTIVES Independently and not as an agent of the Government, the contractor shall provide technical expertise and design support to the NCI Office of Grants Administration (OGA) to design, develop, enhance, rewrite and maintain existing applications for the electronic processing of two different systems: eGrants and the Document Management System (Docman). NCI seeks to improve the efficiency of these systems by consolidating several similar independent projects for the same work. As stated in the first paragraph above, the purpose of this Small Business Sources Sought Notice is to identify interested, qualified small businesses. The NCI does not intend to award a contract on the basis of responses received, nor pay for the preparation and submission of, responses to this Small Business Sources Sought Notice. PROJECT REQUIREMENTS Technical Requirements The contractor shall provide all necessary labor required to perform the tasks described in Draft Statement of Work, Attachment 1, dated 04/11/2013. ANTICIPATED PERIOD OF PERFORMANCE The following time frames are being considered. However, as stated above, this Small Business Sources Sought Notice is for planning purposes only. No Government obligation or commitment should be construed. Base Period: October 1, 2013 through September 30, 2014 Option Period One: October 1, 2014 through September 30, 2015 Option Period Two: October 1, 2015 through September 30, 2016 Option Period Three: October 1, 2016 through September 30, 2017 Option Period Four: October 1, 2017 through September 30, 2018 OTHER IMPORTANT CONSIDERATIONS It is anticipated that this requirement will result in a firm fixed-price contract. CAPABILITY STATEMENT/INFORMATION SOUGHT Information to be provided at the top of Page 1: Please provide the following information in the Capability Statement: (1) Business entity name, street address, website URL, telephone number, email address(es), business and technical point(s) of contact (POC), and POC title(s). (2) DUNS number (3) NAICS code(s) (4) Small Business category designation (5) Prior relevant work. Provide customer name, project title, contract #, contract value, period(s) of performance. (6) Proposed key staff. Please identify key staff if available. Provide a description of the experience of staff who would function as key personnel. Additional Information to be provided on Pages 1 through 5: (7) Specific experience and strengths of the business as they relate to all tasks specified in the Draft Statement of Work. The business should demonstrate a clear understanding of how to complete the SOW tasks. (8) Specific relevant technical experience, education, training, certifications of key staff members, any Government clearances being proposed to address the SOW tasks. Key staff may include a Principal Investigator or Project Manager. (9) The specific approach being proposed to successfully complete the SOW tasks. (10) Discussion of potential problems encountered in project execution and proposed solutions. (11) Experience in managing a complex enterprise system. (12) If applicable, experience with IT policies and procedures related to federal IT systems in general and NIH systems in particular. (13) Experience in accommodating a fluid and unpredictable workload, particularly in terms of the SOW tasks. (14) Knowledge and experience in providing IT-related security measures for software, hardware, IT networks, and IT staff. (15) Assessment of the facilities and equipment proposed in the SOW. INFORMATION SUBMISSION INSTRUCTIONS Document Format The Capability Statement shall be formatted in Adobe Portable Document (pdf), Microsoft Excel (.xls), Microsoft Word (.doc), or WordPerfect (.wpd). No font shall be smaller than 10 point. This applies to any graphs, tables and charts. Text shall be single-spaced. It is requested that the Capability Statement be named HHSNIHNCISSSBTSB4002630 and the name of the business. For example: "HHSNIHNCISSSBTSB4002630 AbcAndSonsCorp." Page Limits The Capability Statement shall not exceed five (5) pages. Attachments, resumes, charts, graphs, etc. shall be included in this page limit. Website addresses shall not be included to circumvent the page limit. Number of copies One complete electronic file shall be submitted. Delivery point The Capability Statement shall be submitted electronically via e-mail to ChristineBi@mail.nih.gov. The subject line of the email shall read HHSNIHNCISSSBTSB201302630 Company Name. Facsimile responses will not be accepted. Deadline Capability Statements must be received by 4:00 p.m. E.S.T. on Friday, May 10, 2013. Capability Statements received after this date and time will not be considered. DISCLAIMER AND IMPORTANT NOTES This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY No proprietary, classified, confidential, or sensitive information should be included in your response.
