Description
The Department of Veterans Affairs, Western New York Healthcare System, VISN 2 Network Contracting Office, intends to negotiate a sole source procurement in accordance with FAR Part 8 with Sword and Shield Enterprises Security, Inc, under the authority of FAR 6.302-1. This procurement is a Non-Developmental Item (NDI) of healthcare DATABRIDGE software and system with associated supplies and services for all facilities located within VISN 2. The resulting contract will be a firm fixed price contract for a VISN-wide Term License and shall include all labor, material, tools, equipment, training, software/software license, and all associated hardware required to furnish and install the healthcare DATABRIDGE software. The contractor shall also provide five years of support for the system, which shall include periodic updates to the software, hosting / infrastructure, and professional services (data warehouse maintenance, server & database administration, analytics support, basic user support, and data standardization support). In conjunction with the healthcare analytics software provided under this contract, VISN 2 intends to install an Anesthesia Record Keeper (ARK) and / or Intensive Care Unit (ICU) Clinical Information System (CIS). STATEMENT OF WORK The Department of Veterans Health Affairs VISN 2 has a need for the computer software (media, license,maintenance and support services) CIS-DataBridge to provide the VistA-side of the interface requirements as stated in VA528-12-Q-0700. The VistA-side interface has been developed by a third party as defined by the National Clinical Information Systems Taskforce, VHA OI and OI&T. That company is Document Storage Systems (DSS), 12575 US Hwy 1, Suite 200, Juno Beach, FL 33408, 561-227-0207. CIS-DataBridge meets the interface requirements for the Anesthesia Record Keeper, Intensive Care Unit and Data Analytics. The request is for FOUR (4) CIS-DataBridge perpetual software licenses (VISN 2: Albany, Syracuse, Buffalo,and Bath VAMCs), maintenance, installation, project management, training and support. An unlimited number of users may use the licenses concurrently on each of the systems. These are perpetual licenses that will ultimately require upgrades over time and the maintenance includes free telephone support. Software licenses shall be transferable from one operating system to another. For example, the software may be installed initially on a Windows 2000 or 2003 operating system and moved over to a later or newer version of Windows operating system, and vice versa, without additional licensing cost to the Government. Upon this Order, the Contractor shall grant the Government the necessary license to accommodate this need. DSS will work with all vendors to make a successful connection and transfer of data with the VistA system through the Government provided interfaces. The vendor side of the interfaces must be developed, tested, implemented and supported according to VHA guidelines. If costs are incurred by the third party to properly make the necessary interface connection(s) operate correctly with the products provided by this contract, it is the Contractor's responsibility to cover those costs. The Contractor will provide software maintenance services, which includes periodic updates, enhancements and corrections to the software, and reasonable technical support, all of which are customarily provided by the Contractor to its customers so as to cause the software to perform according to its specifications, documentation or demonstrated claims. Any telephone support shall be provided at no additional cost. All maintenance services will be provided in a timely manner in accordance with the Contractor's customary practice. However, prolonged delay in resolving software problems will be noted in the Government's various past Performance records on the Contractor (e.g., www.ppirs.gov). The licensed software contains critical product functionality that meets the minimum needs of the Government and is the basis for the Government's procurement of the software. INTERFACE REQUIREMENTS Overview: The Contractor must provide interfaces to solve the problem of electronic documentation, continuum of care, advance clinical access, and clinical workflow. The interfaces will exchange data bidirectionally between VistA/CPRS and ARK/ICU applications. The interface is a key element in the creation of an electronic medical record for the critical care areas. Product Information: DSS created a comprehensive DataBridge to solve the problem of electronic documentation in a critical care or anesthesiology environment. DataBridge is an interface that filters information between VistA/CPRS and your commercial Anesthesia Record Keeping/ Intensive Care Unit (ARK/ICU) system successfully integrating the systems together using various communication technologies. For implementations that are HL7 compliant, HL7 v2.4 messages are triggered and packaged up to the various vendors based on the product's unique HL7 product specifications. The DataBridge consists of the following components that are available for vendor usage: A specialized COM object called DSS VistA Gateway is an RPC Broker wrapper that allows the vendor to make their application "VistA Aware". This object provides necessary APIs to process information in a bidirectional manner to/from VistA. DataBridge is configurable to utilize either HL7 messaging or XML technology as a communication means to/from any ARK/ICU product. In thisWindows based application the user is also allowed the capability of updating certain data elements in the various VistA clinical packages. An image of the recorded anesthesia/ICU case is saved as a PDF file (where it is appropriate) and stored in the VistA modules and/or VistA Imaging systems. The product description is itemized below by functionality: 1. User Authentication: - Purpose: To provide a single sign-on for clinical users to/via the ARK and VistA. 2. CCOW: - Purpose: To provide patient and user context management capabilities to the ARK. 3. Patient Registration/Selection: - Purpose: To automatically populate ARK with the patient registration data (i.e. select patients with emulated within the ARK using appropriate created interfaces. Should also include patient information) used to identify patients within VistA in order to ensure VistA identity management procedures are maintained and extended within the ARK. 4. Patient Record Flags: - Purpose: If record flags (Category 1 and 2) exist in VistA, transmit to ARK for display including any changes/updates during that episode of care. 5. Surgery Schedule - Purpose: The ability to retrieve and review the surgery schedule across a data range and it simplifies accessing surgery case information 6. Allergy information: - Purpose: To provide allergy data stored in VistA for display in ARK. 7. CPRS and Pharmacy Orders: - Purpose: Display inpatient medication administration data in ARK and ensures the most up-to date orders are available to the ARK to enhance patient safety and continuum of care. 8. CPRS and Radiology Orders: - Purpose: Provides all lab verified orders to the ARK to create a seamless workflow 9. Problem List: - Purpose: To provide current problem list entries in ARK. 10. Vitals: - Purpose: Eliminate the manual entry of vitals data and provide up to date information via CPRS to ARK. 11. Laboratory: - Purpose: To display hematology, microbiology, blood bank and chemistry lab results in an alpha-numeric format, in logical categories. 12. TIU Progress note: - Purpose: Export progress notes created and signed in ARK into VistA. 13. VistA Imaging: - Purpose: Allows images of ARK reports/flow sheets will be sent to VistA Imaging at both predetermined and user-defined intervals for permanent display and access to all providers. 14. Patient Care Encounter & Code Status: - Purpose: ARK will pass the codes to VistA to allow staff to use the information for more accurate documentation of patient diagnosis and treatment. ? Automatic update to Patient Care Encounter improves accuracy in the coding and billing process. 15. DataLink: - Purpose: Integration to any commercial analytic database that is to be integrated with the VistA system. 16. DataBridge Monitor: - Purpose: Display critical modules activity through data grids so users can monitor ARK activities and manage incomplete tasks as required. This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to perform/provide the functionality of the RGI Healthcare Analytics Solution. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub-zone, 8(a), small, small disadvantage, woman-owned small business, or large business) relative to NAICS 541512, (size standard $25.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. This SOURCES SOUGHT NOTICE IS NOT a request for competitive proposals. Interested parties must identify their interest and capability to respond to the requirements by submitting literature and documentation detailing their experience in providing these products to the Contracting Officer via email at steve.tompkins@va.gov ONLY. The format for submission of literature/documentation is to numerate and address each BUSINESS REQUIREMENT specifically and in detail. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Western New York Health Care System will consider all responses that are submitted in the format stated above and received by 3:00 PM, CST May 7, 2013.
