- Description
- The National Institute on Disability and Rehabilitation Research (NIDRR), Office of Special Education and Rehabilitative Services (OSERS) and the U.S. Department of Education require a contract to generate new knowledge and promote its effective use to improve the abilities of people with disabilities to perform activities of their choice in the community, while expanding society's capacity to provide full opportunities and accommodations for its citizens with disabilities. Specifically, this procurement seeks to improve the operation of AbleData, through re-competition of this contract, for the purpose of providing valid and useful information on assistive technology devises (descriptions, availability, manufacturers, distributors, publications, etc.) to anyone who needs such information and to conduct related activities necessary to support this endeavor in new and innovated ways. NIDRR requires the services of a contractor to evaluate, update, and maintain information services to the public based on AbleData. AbleData is designed to provide information on aids and equipment used by persons with disabilities. To date, information on more than 20,000 commercially available devices associated with over 3,000 manufacturers and 900 distributors in the United States (US) are available from AbleData. The database also contains information on over 1,800 noncommercial prototypes including customized and one-of-a-kind products and device designs for do-it-yourself construction. The AbleData website is currently accessed by patrons in the US and abroad, with approximately 300,000 unique visitors from up to 120 countries each month. The Department of Education owns the database and continues to update and maintain the database via the AbleData contract. The target populations for AbleData shall include persons with disabilities and their families; practitioners; educators of rehabilitation professionals and their students; rehabilitation researchers; manufacturers and vendors of rehabilitation products; third-party payers; employers, disability organizations and advocates; personnel of agencies serving persons with disabilities; national, state, and local rehabilitation agencies and facilities, both public and private; independent living centers and similar organizations; NIDRR and other federal agencies; and the general public. The objective of this procurement is to continue the operation of AbleData for the purpose of providing valid and useful information on assistive technology devices (descriptions, availability, manufacturers, distributors, publications, etc.) to anyone who needs such information and to conduct related activities necessary to support this endeavor. AbleData's products and services must be accessible to everyone. The AbleData web site shall be in full compliance with Section 508 of the Rehabilitation Act 1998 (information can be found at http://www.section508.gov). Publications, as well as database search results, must be available in alternative formats such as large print, Braille, and electronic formats that are compatible with screen readers. It is anticipated that an unrestricted full and open competitive Request for Proposal (RFP) will be available on May 17, 2013. All responsible sources may submit a proposal which the agency shall consider. A firm fixed price contract with a base year plus four (4) twelve (12) month option years is anticipated. The award date for the procurement is planned to occur no later than September 1, 2013.
