- PURPOSE The U.S. Army Corps of Engineers, Charleston District is performing a market research for a construction requirement entitled: "Marine Force Reserve Headquarters (MFR HQ) Emergency Power Expansion and West Entry Renovation". This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this announcement is to determine the interest, capability, and business size of potential Offerors. In determining an appropriate acquisition strategy, type of solicitation, manner of advertisement, etc., the responses to this sources sought synopsis may be used. If inadequate responses are received, this solicitation may be issued for full and open competition. All interested parties are encouraged to respond to this announcement. Qualified small businesses relative to the North American Industry Classification code (NAICS) 236220 are particularly encouraged to respond. The Small Business size standard for this NAICS code is $33.5 million average annual revenue. PROJECT DESCRIPTION This requirement will be awarded as a single firm-fixed price construction contract. The magnitude of this project is estimated to be between $500,000 and $25,000,000. This will be a design-bid-build (DB) project. Full designs, plans, and specifications will be provided with the formal solicitation. This project will provide the following: 1) Emergency Power Expansion: Place the entire MFR HQ facility on emergency power. The project will require new switch gear and associated building utilities, renovation of connections to existing emergency power generators, provision of additional fuel storage, renovation of the existing generator enclosure to house the new equipment, and revisions to primary power delivery from the local utility provider. This project will also remove redundant conductors and automatic transfer switches currently in use to provide backup power to isolated spaces within the building. 2) West Entry Renovation: Renovate the existing west vehicle entry to allow improved traffic control per the design provided. This project will include demolition of existing horizontal features of work such as pavements, sidewalks, curbing, fencing, bollards, landscaping, site lighting, traffic control arms, etc. along with associated electrical. New work will include pavements and markings, sidewalks, curbing, fencing and vehicle barrier walls, bollards, drainage, landscaping, active vehicle barrier with controls, site lighting etc. along with associated electrical. PLACE OF PERFORMANCE New Orleans, LA SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT (1) Your firm's intent to submit a proposal for this project when it is formally advertised. (2) The name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your current System for Award Management (SAM) entity record. (4) A statement pertaining to the size of firm (large or small). If your firm is a small business related to the applicable NAICS code, include any category of small business if applicable, such as 8(a), HUBZONE, WOSB, or SDVOSB. (5) Your firm's bonding capacity. (6) A Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the work as described above in "PROJECT DESCRIPTION". This should include documentation of past specialized experience and technical competence in performing similar projects, up to three (3) past projects for which your firm was involved. The SOC should be no more than two pages in length. Be sure to indicate whether your firm was the prime or sub contractor, and list all pertinent information related to each project, to include but not limited to: a. Customer (Government? Military? Federal? Commercial?). b. Contracting Activity. c. Contract Value and/or the value of your firm's portion of the work involved. d. Place of performance. e. Any special challenges encountered and innovations delivered as a result. NOTE: If you do not intend to submit a proposal for this project when it is formally advertised, please do not submit a response to this sources sought synopsis. Firms responding to this announcement, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
