- The U.S. Department of Housing & Urban Development's (HUD) Office of Small & Disadvantaged Business Utilization (OSDBU)and the Office of Policy Development and Research (PD&R) will be hosting a Small Business Outreach Session on May 10, 2013 at HUD Headquarters, 451 7th Street SW, Washington, DC 20410 from 10AM - 1PM. The Small Business Outreach Sessions are held to inform and counsel small business on how to do business with HUD. This Small Business event will focus on HUD's Office of Policy Development and Research. PD&R performs policy analysis, housing research, housing surveys, program evaluations, program demonstrations and related research. PD&R seeks qualified small businesses that have capabilities in the following areas: Research Capabilities • Statistical analysis service • Economic and finance analysis services • Experience in the evaluation of Federal programs, specifically HUD programs • Social Science analysis • Ability to review complex housing programs and related data and create reports for review and consideration by housing experts Other Contracting Needs 1. Events/meeting planning -PD&R seeks firms to aid with several conferences and events throughout the year. The contract will work on PD&R sponsored events and must work with hotels/event centers to secure space and handle all logistics, including AV, room set up, and lunch and coffee breaks where appropriate. The contractor will also be responsible for securing booth space at conference exhibits throughout the country and will handle the shipment of the exhibit. The responsibilities also include reimbursing travel expenses for speakers who travel to attend PD&R events. 2. Content development-PD&R seeks firms skilled in the production of high quality writing; specifically, plain language interpretations and analyses of complex, Ph.D., level housing research, housing data analysis, and news of interest to housing and development researchers and practitioners. Examples of subject areas in which respondents should have proven expertise currently, include sustainable community development, affordable housing (including/not limited to regulatory reform that supports affordable development), HUD Transformation Initiative project work, housing market economics and demographics, innovative uses of GIS in community planning & development, and energy & resource efficient building technologies and systems. Experience in developing content for the Web is highly desired, as is the development of listserv message, e-newsletter, and electronic marketing and outreach materials. 3. Graphics-PD&R seeks a diversified graphics firm with abilities to design publications of a variety of sizes and content with Adobe In-Design capability. 4. PD&R seeks firms that have an excellent record of past performance providing Geographic Information Systems or geospatial services in the following areas: • Program and project management • Steady state operations and maintenance • Geo-database design and implementation • Programming and application development (mobile, internet and desktop) • Requirements analysis • Systems integration • Service oriented architecture design and implementation • Modeling, analysis and reporting • Training and technical support 5. PD&R is seeking a firm that has an excellent record of past performance providing engineering, architectural or community planning services in the following areas: • Pre-disaster planning • Disaster-resistant construction • Energy-efficient construction materials and methods evaluating durability/affordability tradeoffs in construction materials and methods for improving housing/transportation accessibility • Other sustainable community research • Strong report writing capability is expected in this category. 6. PD&R is seeking a firm that has past performance in survey research, especially among small landlords or low-income households. In addition, there will be a presentation from a representative of the Small Business Administration. Over the years, PD&R has had challenges identifying small business for their procurements and they are committed to reaching out to the small business community and finding creative ways for small businesses to successfully perform on their procurements. SBA will provide information on how businesses can team with and mentor small businesses. They will discuss avenues on how to expand the small business presence in PD&R.
