Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit on a sole source basis with the Bell-Boeing Joint Project Office, a large business located in Amarillo, TX. This procurement is for the acquisition of V-22 Weapons Replaceable Assemblies (WRAs) for Consolidated Automated Support System (CASS) and Reconfigurable Transportable CASS (RTCASS) Operational Test Program Sets (OTPSs). The Units Under Test (UUTs) will provide support for production acceptance testing of Operational Test Program Hardwares (OTPHs) for OTPS 23 on CASS/RTCASS. The V-22 aircraft qualified part numbers for the 2 Weapon Replacement Assemblies are the Auxiliary Power Unit- Electronic Control Unit (APU/ECU), part number 901-375-851-107, and the Ice Detection Control Unit (IDCU), part number 901-375-854-103. These part numbers are the exact V-22 configuration management plan approved part numbers that are needed to provide the testing requirements for the OTPS. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1, as the Government does not own data, drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
