Description
This is a market survey for information only, to be used for preliminary planning purposes and to identify business with the capability to accomplish the work. This is not a solicitation for proposals. The Government will not pay for any information provided as a result of this market survey. Sources Sought/Request for Information - The U.S. Army Corps of Engineers (USACE) District-Japan is planning to solicit a Request for Proposal (RFP), solicitation. Any solicitations pursued are intended for United States firms or to Joint Ventures of United States and Host Nation Firms. The proposed Multiple Award Indefinite Delivery Contract (IDC) will have a $9 million total capacity with up to four (4) contracts having a base one year period plus three option periods of one year each. The scope will be limited to projects in Japan for which USACE District, Japan is the design or construction agent. Task orders issued will be competed under this multiple award IDC and will be firm fixed priced performance based. SOURCES SOUGHT QUESTIONNAIRE: Interested firms are requested to furnish comments on the following questions: (1) Does your firm have knowledge and experience in preparing U.S. funded design drawings, specifications (using Specsintact), cost estimates and studies for the repair/renovation, maintenance, and construction of facilities on U.S. military installations? (2) Does your firm have knowledge and experience with Japanese design and construction practices, materials, procedures, standards, criteria and codes? (3) Does your firm have experience in conducting and facilitating design and planning charrettes to identify functional issues, achieve consensus on project requirements? (4) Does your firm have knowledge and experience in project commissioning with respect to Leadership in Engineering and Environmental Design (LEED) documentation, and LEED certification procedures? (5) Does your firm have knowledge of sustainable design and development (SDD) practices, including experience with implementation of federal mandates (including but not limited to EPAct 2005, EISA 2007, E.O. 13423, and E.O. 13514), Leadership in Engineering and Environmental Design (LEED) documentation, and LEED certification procedures? Does your firm have a LEED Accredited Professional (AP)? (6) Does your firm have qualified professional personnel in the following disciplines: a. Project Manager (architect or engineer), b. Architecture, c. Civil Engineering, d. Electrical Engineering, e. Geotechnical/Foundation Engineering, f. Mechanical Engineering, g. Structural Engineering, h. Surveying and i. SDD accredited professional. The lead architect or engineer in each discipline must be registered in the appropriate professional field. All design professionals shall have current professional registration to practice in the United States or Japan. JAPANESE EQUIVALENCIES TO PROFESSIONAL QUALIFICATIONS Provided below are Japanese equivalencies to Professional Qualifications listed in the Notice Of Procurement. - Architecture = 1st Class Kenchikushi or U.S. Registered Architect - Civil Engineering = 1 Kyu Dobokusekoukanrigishi w/ RCCM certification or U.S. Registered Civil Engineer - Structural Engineering = 1st Class Kenchikushi or U.S. Registered Structural Engineer - Mechanical Engineering = 1st Class Kankouji Sekou Kanrigishi or U.S. Registered Mechanical Engineer - Electrical Engineering = 3rd Class Denki Shunin Gijutsusha or U.S. Registered Electrical Engineer - Communication Engineering = 3rd Class Denki Shunin Gijutsusha/Tsuushinkannkeishikakushou or U.S. Registered Communications Distribution Designer (RCDD) - Fire Protection Engineering = 1st Class Kankouji Sekou Kanrigishi w/Fire Protection Certification or U.S. Registered Fire Protection Engineer - Geotechnical Engineering = 1 Kyu dobokusekoukanrigishi w/ RCCM doshitsu oyobi kiso certification or U.S. Registered Geotechnical Engineer - Surveying = Sokuryo shi or U.S. Registered Land Surveyor (7) Does your firm have qualified personnel for other disciplines: Cost Engineering and Facilitator? (8) Please indicate the quantity of personnel available to work on USACE District-Japan task order contracts (either in-house or through a consultant) for the following: Number of Registered Architects, Number of Certified Landscape Architects, Number of Architectural Hardware Specialists (DHI Certified), Number of Certified Interior Designers, Number of Registered Electrical Engineers, Number of Systems Engineers specializing in Communications (RCDD Required), Number of Registered Mechanical Engineers, Number of Registered Civil Engineers, Number of Registered Geo-Tech Engineers specializing in geo-technical analysis and reporting, a certified soil boring and testing firm, Number of Registered Structural Engineers, Number of Registered Fire Protection Engineers, Number of Registered Environmental Engineers, A Certified Environmental Testing Lab, Number of Certified Value Engineers, Number of Certified Cost Estimators or Cost Engineers, Number of Qualified Facilitators Number of Registered Surveyors as well as survey crew personnel, Number of Qualified Acoustic Consultants.
