The goal of the CFLRP project is to utilize collaborative, science based ecosystem restoration techniques to improve watershed function while encouraging ecological, economic and social sustainability with an emphasis on providing local employment opportunities. The intent of this contract is to replace the water and wastewater systems at the Fenn Ranger Station. Contractor shall furnish all labor, materials, equipment, supervision, structures and transportation necessary to complete the construction of the water and wastewater improvements in accordance with the drawings and specifications. The major items include the installation of a sewer system that includes: installation of 4 drain fields (2330 lf); 7 septic tanks (ranging in size from 3000-1500 gal); 1,842 linear feet of 6 inch diameter gravity PVC pipe; 1,923 linear feet of 4 inch diameter gravity PVC pipe; 974 linear feet of 2 ½ inch diameter force main PVC and HDPE (200 psi) pipe; 371 linear feet of 2 inch diameter force main PVC (200 psi) pipe; 1 lift station, 4 dosing stations and manholes; 29 sewer service connections, installation of a 6000 gallon RV holding tank; and other miscellaneous fencing and asphalt patching associated with the sewer system replacement and electrical systems needed for the new sewer system. There will also be some rough carpentry, electrical trailer hook ups, and trailer hook ups as well as electrical work associated with the sewer system. Other items include the repair and replacement of water system components including: installation of 3,420 linear feet of 4 inch diameter HDPE pipe; 188 linear feet of 3 inch diameter HDPE pipe; 1470 linear feet of 2 inch diameter HDPE pipe; 2,655 linear feet of 1 inch diameter HDPE pipe; 12 water gate valves; 34 water service connections; reservoir cleaning; coating and replacement of reservoir access lids; and various asphalt patching and other repairs of disturbed areas associated with the water system part of the project. The project is located at the Fenn Ranger Station/Cedar Flats Work Center; address: 831 Selway Road, Kooskia, ID on the Moose Creek Ranger District of the Nez Perce Clearwater National Forests. To reach the site from Orofino, ID, travel 57 miles east to Lowell, ID, turn right on to the Selway Raod #223, travel 4.7 miles to Fenn Ranger Station. The performance period for this project is approximately July 1, 2013 through July 15, 2014; however, the majority of the base bid must be completed prior to October 15, 2013. The estimated price range for the project if the base item and all additive alternate items were awarded is between $500,000 -$1,000,000. All of the wastewater system and the majority of the water system is included in the base item. A small portion of work to replace/reconstruct the water system that serves on-site Government housing and the Cedar Flats Maintenance Shop and tree cooler is included as additive alternate items. This acquisition has been set-aside for HUBZone Concerns. Offerors must be certified HUBZone Concerns with the U.S. Small Business Administration.
