- Request for Qualification # T13SOL1022 The Renwick Gallery houses the arts and crafts program of the Smithsonian American Art Museum. Originally constructed by William Corcoran for his art collection, it opened in 1861 only to be used by a series of war-time and government uses before housing the Corcoran Gallery in 1874. In 1897 the Corcoran Gallery and School of Art moved to a new building on 17th Street and the building on Pennsylvania Avenue was leased and then bought by the US Government for use by the US Court of Claims. In 1966 the building was transferred to the Smithsonian for use as a gallery of "creativity in crafts, design and decorative arts." The structure was named to the National Register of Historic Places in 1969 and a National Historic Landmark in 1971. In the early 1970s the Smithsonian undertook modifications to the air conditioning system and attempted to stabilize the crumbling sandstone sculptures and trim. In the 1980s the sandstone façade elements were replaced with cast materials, the windows were replaced, and the Grand Salon was renovated. Since that time, only small improvements and modifications have occurred. The Renwick Gallery is in need of a major renewal to address failing infrastructure, including: HVAC and electrical systems, fire alarm and life safety systems, roof repairs, energy efficiency, exterior façade repairs, visitor entrance accessibility, rest room upgrades, electronic security modernization, plumbing code compliance, and anti-terrorism improvements. The work to be addressed through this Solicitation No. T13SOL10022 ("Solicitation") includes hazardous material abatement, architectural, mechanical, electrical, fire protection, and security renovations to accommodate the building's functions. Total period of performance allowed for construction is estimated to be approximately 455 calendar days from date of Notice to Proceed. Firm evaluation and selection will be conducted in accordance with FAR 9 and will be based on the following criteria: Experience/Performance 1.) Comparable Experience 2.) Non- comparable Experience Capabilities 1. Organization 2. Safety 3. Backlog 4. Financial Capability 5. Bonding 6. Banking The successful firm will be expected to sign a standard, unmodified, Smithsonian construction contract. The North American Industry Classification Code (NAICS) for this procurement is 236220 and the size standard under this code is $33.5 million average annual receipts over the last three years. This announcement is open to all businesses regardless of size. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business, a subcontracting plan consistent with PL 95-507, PL 99-661 and PL 100-656 will be required with the final fee proposal. A minimum goal of 23% of the total planned subcontracting dollars shall be placed with small business concerns. At least 8% of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 5% with Women-owned small businesses (WOSB); 3% shall be placed with Hub-zone Small Businesses (HubSB), 3% with Veteran-owned small businesses (VOSB); and 3% with Service Disabled Veteran-owned small businesses (SDV). The subcontracting plan is not required with this submittal. Any prime or joint venture found to be officially notified of non-compliance on past contracts and the non-compliance is outstanding will not be considered for this project. Failure to adequately explain reasons for not meeting previous contract goals may result in a lower overall rating and ultimate non-selection. An approved small business-subcontracting plan will be required prior to award. More detailed specifications for this Solicitation will be provided within fifteen (15) days of this posting. Interested qualified firms are invited to submit Qualification Statements to be delivered to the Smithsonian Institution, Office of Contracting & Personal Property Management, 2011 Crystal Drive, Suite 350, Arlington, VA 22202, Attention: Lawana L. Bryant; OR mailed to Smithsonian Institution, Office of Contracting & Personal Property Management, P.O. Box 37012 MRC 1200, Washington, DC 20013-7012, Attention: Lawana L. Bryant, by no later than 3:00 PM Eastern Standard Time on June 3, 2013. Failure to submit a complete package will render the submission unacceptable. Faxed submissions will NOT be accepted. Preface submission with an attached original loose copy brief letter on company letterhead. The Smithsonian Institution will dispose of submitted materials sixty (60) days after receipt.
