- Fed Biz Ops for Design Build MATOCs Sources Sought Identification Number: W9128F-13-S-M003 Project: Black Hills Area Office Design-Build Multiple Award Task Order Contracts Contact: Tyler Hegge 402-995-2048 Issue Date: 5/1/2013 Closing Date: 5/15/2013 SYNOPSIS: The Omaha District, US Army Corps of Engineers is seeking qualified members of the Small Business Community (Small Business (SB), Small Disabled Small Business (SDB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) and Section 8(a) Participants) or small business-led teams, and small business joint ventures that qualify under the North American Industry Classification System (NAICS) Code 236220 - Commercial and Institutional Building Construction for The U.S. Army Corps of Engineers military and civil customers for North and South Dakota, and civil customers for Montana. Potential task orders and bonding requirements would not be expected to exceed $10,000,000 for a wide range of design-build and construction services, to include vertical construction, site work, electrical, mechanical, minor hazardous and toxic waste, etc. Services to be performed include, but are not limited to, preparation of Design/Build Requests for Proposals (RFPs), preparation of design/construction documents, charrette/concept designs, schematic designs, planning, programming, site investigations, surveying and geotechnical investigations, space planning, interior design, parametric and construction cost estimating, feasibility studies, National Environmental Policy Act (NEPA), plan formulation and other engineering services and construction phase services for both Military and Civil Works projects. Construction phase services may include review of contractor-prepared design documents, shop drawing and construction submittal reviews, site visits, construction oversight, technical assistance, commissioning support, and startup service assistance. This announcement is part of our market research, and your responses are sought to identify sources that have the knowledge, skills, and capability to perform the work through a potential Multiple Award Task Order Contract (MATOC). Interested contractors, including small businesses and small business-led teams that qualify under NAICS Code 236220 are hereby invited to submit a response to the market survey to demonstrate their technical, managerial and business capability to provide the requested services. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. All interested, capable, qualified and responsive contractors are encouraged to reply to this market survey request. CAPABILITY STATEMENT All interested, capable, qualified (under NAICS code 236220) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required. 1) Offeror/Contractor's name, address, point of contact, phone number, and e-mail address. 2) Offeror/Contractor's Dun and Bradstreet #. 3)Offeror/Contractor's interest in bidding on the solicitation when it is issued. 4) Offeror/Contractor's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 3 years - Provide a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Provide 3 examples. Describe if the example projects were self-performed or a team effort. Commercial brochures or currently existing marketing material may also be submitted. 5) Offeror/Contractor's Business Size (Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc. or Other Than Small Business) 6) Offeror/Contractor's Joint Venture or Teaming information if applicable existing and potential MATOC IDIQ/s. 7) Offeror/Contractor's Bonding Capability in the form of a letter from the Surety. Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence.
