Description
In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the competition level to accomplish a variety of specific activities related to the FAA William J. Hughes Technical Center's Airport Technology Research and Development Branch. The William J. Hughes Technical Center is located next to the Atlantic City International Airport, New Jersey 08405. The requirement entails conducting research, test, and demonstration efforts related to airport runway safety, airport planning and design, heliport/vertiport facility design, airport pavements, National Airport Pavement Test Facility (NAPTF), airport capacity enhancement, airport capacity/delay computer modeling, airport wildlife hazards, airport/heliport lighting and markings, test and evaluation of National Airspace System (NAS) visual aids, airport rescue and firefighting, and associated demonstration of various airport research products. This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the below tasks. Depending on the outcome of this market survey, the FAA may decide to do a full and open competition or set aside the procurement for small businesses, service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program. Potential sources are cautioned that no further announcements may be made if a competitive small business set-aside is accomplished. The NAICS code for this effort is 541330 Professional, Scientific, and Engineering/Technical Services and the size standard is $14M. Vendors must complete the attached Business Declaration Form and return with your submission. Interested companies are required to submit the following: 1)Please provide a capabilities statement that demonstrates experience in the following tasks listed below. Please include reference to contracts you currently have, or have had in the past three (3) years, of similar size and scope and provide the following information for each: a. Agency b. Period of Performance c. Contract dollar value d. Point of contact with phone number e. Description of products and services provided Tasks: A. Airport Pavement R&D Program Task areas: Airport Pavement Design and Evaluation Pavement Materials and Construction Pavement Management System National Airport Pavement Test Facility Non-Destructive Airport Pavement Testing Field Instrumentation and Testing Heavy Vehicle Simulator Materials Laboratory Testing and Processing B. Airport Products Task areas: Demonstration of Airport Research Products Dissemination of Airport Research Products The capability statement should not exceed five (5) pages in length. 2)Business Declaration - Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team.
