- The Naval Supply Fleet Logistics Center, NAVSUP FLC, Norfolk Division, Contracting Department, Philadelphia Office intends to solicit on a sole source basis to Temple University for a Logistics Acquisition and Supply System Operations (LASSO) course to improve education under its Math, Engineering, and Science Achievement (MESA) initiative and seeks a qualified educational institution that holds this certification. This course will be held at two different locations within Philadelphia in coordination with three other cities which have not been determined. Each class will be one week in duration consisting of ten modules which will make extensive use of spreadsheets and formulas. The class will cover various logistic topics and mathematical concepts that span a total of 40 hours of classroom instruction including local site visits. Temple University is the only licensed institution in the State of Pennsylvania to implement the MESA model to promote STEM education opportunities for eligible students across the Commonwealth. They have demonstrated the ability to recruit students, identify qualified instructors, and they possess the facilities to accommodate the required research/teaching of students with the ability to execute this effort on short notice. Interested educational institutions may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received from this synopsis.
