Description
This is a Sources Sought Notice and Request for Information only. The U.S. Air Force is conducting preliminary market research to determine the capabilities of potential contractors to support the airborne mission communication systems for the C-32A, C-40B and C-40C aircraft. Interested and capable prime or subcontractor sources are requested to provide complete responses to the information below to Capt Steven Grow, Contract Specialist, by e-mail not later than May 31, 2013 at Steven.Grow@tinker.af.mil. Additionally, please "cc" Kimberly Doyle, Contracting Officer, at Kimberly.Doyle@tinker.af.mil and Christopher Voss, Program Manager, at Christopher.Voss@tinker.af.mil. Sources must provide the following information: (1) Company/firm name and address (2) Company/firm point of contact, telephone number and e-mail address (3) Company/firm cage code (4) Company/firm approved NAICS code(s). The preliminary NAICS code contemplated is 541330 Engineering Services. If you believe another NAICS code would be more appropriate for this requirement, please provide suggestions with supporting rationale (5) Company/firm business size, to include designation as large business, small business, HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, or Woman-Owned Business (6) Details of the company/firm's experience and/or capability in support of aircraft mission communications (7) Company/firm's evidence of ability to hangar multiple aircraft identified in the work scope description of effort below (8) Company/firm's ISO/ANSI/ASQC 9000:2000 compliance (9) Company/firm's Capability Maturity Model Integration Certified Level 5 compliance (10) Company/firm's evidence of/or ability to obtain secret security clearances for personnel (11) Company/firm's evidence of ability to obtain proprietary data from Boeing Defense Systems - Presidential Airlift. Work Scope of Proposed Acquisition: The proposed Airborne Mission Communications System (AMCS) Support acquisition will cover the C-32A, C-40B and C-40C Special Air Mission (SAM) aircraft. The aircraft supported by the AMCS acquisition are currently located at Joint Base Andrews, MD; Scott AFB, IL; Hickam AFB, HI; and Ramstein AB, Germany. The proposed acquisition will include sustainment of the existing AMCS systems, modifications, upgrades, initial spares, repair, hardware/software/Time Compliance Network Order (TCNO) configuration management, diminishing manufacturing sources and material shortages (DMSMS) program, training of fielding and new AMCS systems and field technical representative support. The proposed acquisition will also encompass a Systems Integration Lab (SIL) and access to Boeing Non-Developmental Integration Facility (NDIF) used for sustainment of current software and hardware, training, and testing prior to integration of new systems to the AMCS. The AMCS is a suite of airborne electronic equipment and systems. It is composed of voice, data, facsimile, Internet Protocol (IP) and encryption/decryption equipment interconnected with radio communications systems. The switch is software and hardware driven. The proprietary data for the switch is owned by Boeing Defense Systems - Presidential Airlift. The Government has only limited rights in the data for the systems, and therefore, will not be able to provide the data to contractors. While the AMCS for each of the aircraft within the SAM fleet complies with the same general AMCS description, each platform has a different specific combination of equipment to suit the mission and aircraft size. The support proposed to be acquired will include program management, recurring and nonrecurring engineering efforts, minor system prototypes, minor modifications, upgrades and enhancements, drop-in, and kit purchases. Recurring tasks may consist of review of service reports, daily requests for technical information, performing preliminary engineering investigations, Field Technical Representatives, maintenance of the SIL and NDIF, and the requirement to maintain drawings and technical data files. Other recurring tasks may consist of the requirement for a 24-hour standby service to respond to in-flight emergencies and emergency inquiries as well as on-site support of the AMCS systems return-to-service capabilities for Line Replaceable Units (LRUs). Nonrecurring tasks may consist of requests for software/hardware corrections; engineering feasibility studies, analyses and investigations of System Deficiency Reports (SDRs) and mishaps; and requirements for technical orders, preliminary engineering change proposals, and hardware/software development and test. Minor modifications, upgrades and enhancements under this contract will include design, testing, integration, and kit/spare purchases. The installation of the kits will occur under the AMCS contract. Installations will occur at both contractors facility and in the field. The proposed drop-in line item on the contract will allow an aircraft to be delivered for repair and minor modification support. Both prime contractors and subcontractors are encouraged to respond to this notice. Companies/firms that only have an interest in a specific part of the work scope are encouraged to respond as well. Please note that this sources sought notice is NOT a request for solicitation or proposal. This request does NOT obligate the Government in any contractual award. Any information provided by industry to the U.S. Air Force as a result of this notice is strictly voluntary. No entitlements to payment of direct or indirect costs or charges to the U.S. Air Force will arise as a result of contractor submission of responses.
