Description

The VA Medical Center 1540 Spring Valley Drive Huntington, WV 25704 has a requirement for a construction services for project#581-12-102, Chillers & Controls. The intent of this project is replacing two (2) existing 350 ton water chillers. The units were manufactured in 1992 and do not meet current ASHRE standards and are beyond useful operable life. This project will replace the existing chillers with (2) new, properly sized 500 ton chillers that meet ASHRE standards and labeled as "ENERGY EFFICIENT". The project will also replace the existing chilled water pumps with variable drive pumps, valves, and associated piping, as well as upgrade the existing electrical system. This will provide adequate power and delivery capability to the new units. Additionally, automatic tube brushers will be installed as well as leak detection equipment for the area. This and adding the new units to emergency power, will reduce the possibility of evacuating patients due to loss of cooling. Finally, a new control package and controls for the area will be installed. These systems will tie in with the existing building management system to optimize chiller operation and improve energy efficiency related to facility improvements, alterations and repairs of buildings, structures and other real property. NAICS Code 238220 is applicable to this requirement. The Small Business size standard is $14 million. This requirement will be procured in accordance with FAR Part 14 Sealed Bidding. The contract type will be Firm-Fixed Price. This solicitation will be a 100% Set-Aside for Service Disabled Veteran Owned Small Business. To be eligible for award, at the time which offers are due and delivered to the Contracting Officer, the bidder must be listed and viewable in the Vendor Information Pages in the VetBiz registry at www.vip.vetbiz.gov. The Vendor Information Pages will be checked at the time of receipt of all offers, as well as prior to award. In addition, bidders are further advised that compliance with VAAR 852.219-10 shall be enforced and monitored to ensure that the minimum self-performance requirements are being met by the SDVOSB contractor. The successful bidder must also be able to demonstrate how their firms intend to satisfy the self-performance requirements. Should the successful bidder be unable to do so, the contracting officer will deem such bidder as non-responsive and an award will be made to the next bidder whose bid is determined to be the next Lowest Price Technically Acceptable. The estimate construction cost range is: $1,000,000 - $5,000,000 The solicitation will be available for download on or before May 15, 2013.
