Description
The Maritime Administration (MARAD) requires services for the exclusive long-term safe layberthing of three (3) Cape T class vessels the CAPE TAYLOR (633'-10 3/4" LOA), CAPE TEXAS (634-05" LOA), AND CAPE TRINITY (634-05" LOA). The vessels must be berthed in the U.S. Gulf Coast area from the southern tip of Florida including all coastal ports westward to the Southern tip of the Texas Gulf Coast inclusive of navigable waterways that can support the safe berthing and navigation of the size vessels identified. For potential sources located on inland waterways the distance to open waters must not exceed 150 miles. For the Mississippi river, berths must be located from the Baton Rouge area south. Vessels can be berthed at separate facilities but must be no more than five (5) miles apart. Navigation channel should permit twenty-four hours per day unrestricted transit to open ocean. If bridges/overhead structures preclude unrestricted transit, please provide height limitations for all. Required services are electric, water, power, sewage hookup (IAW local regulation), telephone, recycling capability, high speed internet, and unrestricted access for crew, contractors, and other authorized personnel. It is contemplated that the Invitation for Bid (IFB) will include alternative bids for either a 5-year (base year plus 4 one-year options) or a 10-year (base year plus nine one-year options) period of performance. An IFB will be issued on or around May 31, 2013 at www.fbo.gov and at http://voa.marad.dot.gov. Bid opening will be held on or about July 16, 2013. Bids from all responsible sources will be considered. ATTENTION: Small and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
