Description
PWS for Munitions and Analysis Requirement. The Government intends to negotiate a non-competitive, sole source, commercial purchase order with ManTech International Corporation for analytical support in utilizing some modeling and simulation tools and to create and maintain the data structures used by them to provide short notice, responsive analysis capability in addition to long-term studies. The required level of effort defined by tasks below calls for expertise/skill sets either common or distributed within the contractor. The scope of this work is to utilize modeling and simulation expertise along with knowledge of database management and spreadsheet operations (e.g. Microsoft Office Access and Excel) to support study plan objectives, construct scenarios from information contained on the Joint Data Support (JDS) website or similar repository and/or adapt scenarios from instantiations in other modeling and simulation tools (e.g. STORM or THUNDER), create and maintain input data structures and files, run/modify the models, analyze model output, prepare output for presentation, and assist in final documentation of ACC/A9A analytical efforts. These efforts include but are not limited to CFLI support analyses, weapon system capability analyses, current and future force structure analyses, munitions analyses, and future trade-off studies such as Analyses of Alternatives (AoAs). Critical tasks and skills needed by A9A for analysis include experience using and modifying Combat Forces Assessment Model (CFAM), BRAWLER (air-to-air combat simulation), Weapons Effects Analysis and Probability Software (WEAPS), and the Joint Munitions Effectiveness Manual (JMEM) Weaponeering System (JWS). The contractor will provide technical expertise consistent with the elements and requirements contained in this PWS and further have the infrastructure to sustain those capabilities throughout the period of performance independent of contract personnel turnover or changes to the modeling & simulation tools and analysis techniques or methods used in performing studies in A9A. The proposed solicitation is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. No official solicitation document exists: Any company that believes it can meet the requirement by performing more than 50% of the work as the prime may give written notification to the Contracting Officer (CO). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement detailed above and at the specified date.
