- It is the intent of the United States Army Contracting Command-New Jersey, on behalf of the Project Director, Joint Services, Picatinny Arsenal, to issue a Request For Proposal (RFP) for a research and development (R&D) effort to produce sufficient quantity and quality of blue dye and violet dye blend for the Government to determine whether a blue dye with SR169 is suitable to be used in M18 Violet Grenade formulations. The Government will supply the necessary quantity of SR169 dye as Government Furnished Material (GFM) The solicitation will be for the formulation, synthesis, blending, testing, packaging and delivery of blue and violet colored dyes for the M18 Smoke Grenade Program in accordance with the performance work statement. The NAICS code for this procurement is 325130 Synthetic Dye and Pigment Manufacturing. The Government intends to fulfill this requirement utilizing Full and Open Competition under Solicitation number W15QKN-13-R-0137. An award will be made to the proposal that offers the Best Value to the Government based on an integrated assessment of specific factors/subfactor areas. A one (1) year, Cost-Plus-Fixed-Fee (CPFF) contract is anticipated for this acquisition. It is anticipated that this solicitation will be posted on the Army Single Face to Industry website https://acquisition.army.mil/asfi/default.cfm and FedBizOpps https://www.fbo.gov/ on or about May 15, 2013. The anticipated award date is scheduled for September 2013. Interested parties are encouraged to monitor FedBizOpps for release of the solicitation. The deadline for all proposals will be 30 days after issuance of the solicitation. Please note that this notice does not constitute a Request for Proposal (RFP). All responsible sources may submit a proposal, which will be considered by the Government following the release of an official solicitation. In addition, the Government will not be liable for any costs involved for submission of information in response to this notice. This is not a guarantee of a future RFP or an award.
