- PRE-SOLICITATION NOTICE: THIS IS ONLY AN INFORMATIONAL NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL. The General Services Administration (GSA), Northeast and Caribbean Region 2, Public Buildings Services, Acquisition Management Division is pleased to announce an opportunity for General Contracting Services for the Construction of the new Security Entrance Pavilion Project at the Daniel Patrick Moynihan, US Courthouse, New York, NY. The courthouse is 27 stories tall. It is made of granite, marble, and mahogany. The 974,000 square feet federal courthouse contains 44 courtrooms and provides court support and administrative services to the United States Marshals Service and the Office of the United States Attorney for the Southern District of New York. The courthouse also features two works by notable artists. In the main lobby sits "Justice" by Ray Kaskey, while the sculpture "Sounding Stones" by Maya Lin graces the western plaza. The Daniel Patrick Moynihan U.S. Courthouse will remain fully occupied throughout the construction period. All personnel working on this project will have to obtain a security clearance. The GSA will adhere to the following evaluation factors when determining contract award: Factor 1: Offeror Team Experience on Similar Project: This will require at least two (2) but no more than four (4) similar projects successfully completed or ongoing within the past 12 years. Factor 2: Offeror's Team Past Performance: The contractor will provide three (3) past performance references performed within the past six (6) years. Factor 3: Detailed Organizational Structure and Qualifications of Key Personnel. Factor 4: Project Management Plan These three (3) projects must be similar in size, scope and complexity to the requirements identified in the solicitation. The work sequence requires the construction to be completed within 21 months from the date of the Notice to Proceed (NTP), (1 month for clearance, 18 months for construction and 2 months for closeout). The Contract will be procured in accordance with FAR 15 contracting by negotiation utilizing Source Selection processes and techniques. The source selection evaluation approach for this procurement will be best value using a trade off. For this procurement the non-price evaluation factors when combined, are weighted equal to price. The Request for Proposal will be available on or about May 20, 2013. Estimated Construction cost is between $5,000,000 and $10,000,000 million. This acquisition is set aside for small business in accordance with FAR 19.5 set aside for Small Business. The applicable North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. All contractors must be registered in the Central Contractor Registration (CCR) prior to award CCR requirements may be viewed via the internet at www.sam.gov. The Request for Proposal (RFP) will only be available electronically. No hardcopies, faxes, or e-mails will be available. Please register as a source to be notified of RFP Amendments, clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website regularly to ensure they have all available information. NOTICE: A pre-proposal conference will be held to promote a better understanding of the RFP for prospective offerors prior to their preparation and submission of technical proposals. A Pre-proposal Conference date is TBD and will be announced on the FBO website.
