Description The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis with MEDRAD of One Medrad Drive, Indianola, PA 15051 for Medrad prostate endorectal coils. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334510 and the business size standard is 500 Employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Twelve months from Date of award It has been determined there are no opportunities to acquire green products or services for this procurement. The Molecular Imaging Program is focused on the development of advanced imaging tools to further the detection and treatment of cancer in humans. As part of our clinical effort, the Molecular Imaging Clinic performs MRI studies on various research patients on a 3.0T scanner. A majority of the scans involve a prostate endorectal coil in human patients. Disposable prostate endorectal coils are an essential and important part of research in the Molecular Imaging Clinic. The coils are used on patients for the evaluation of prostate cancer and as a determinant for pre-surgical evaluation or pre-biopsy evaluation in prostate cancer patients. The MEDRAD coils provide high resolution imaging of the prostate, rectum, cervix and surrounding anatomy. They offer a significantly higher signal to noise ratio than surface coils and offer the sensitivity required for spectroscopy especially with our 3.0T MRI. The small FOV, high special resolution, sensitivity, and specificity of endorectal coils create clear pictures that can assist with diagnosis and treatment planning for diseases of the prostate, colon, cervix, and surrounding anatomy. NCI has determined that MEDRAD is uniquely qualified to provide the required supplies. Currently the MEDRAD coils are the only known commercially available FDA-approved disposable endorectal coils compatible with the Philips Achieva 3.0T MRI scanner. MEDRAD is the only known vendor, manufacturer, and distributor of the coils. For the aforementioned reasons, MEDRAD is the only known source for this requirement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, especially small businesses, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 16, 2013. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through the SAM.Gov website.
