- Description
- Naval Air Systems Command (NAVAIR) intends to negotiate a sole source modification to contract N00019-12-C-0092 with Northrop Grumman Guidance and Electronics, Company, Inc., Woodland Hills, California, for an analysis of proposed system architecture and design changes to address extensive obsolescence issues and Mode 5/S growth requirements needed in the AN/UPX-24(V). The analysis will include development of Engineering Change Proposal (ECP) package for production line incorporation of all current upgrades implemented by USN, and the development of a functional replacement of the control indicators (CI)/control monitor (CM) that meets growth requirements. The analysis will confirm if it is feasible for a single hardware end item to function as a CI or CM as configured by the end user. As sole developer, and manufacturer of the UPX-24 (V), only Northrop Grumman Guidance and Electronics has the requisite knowledge, experience, and technical data required to successfully perform this analysis without causing unacceptable delays in meeting the Navy's operational requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
