Description

The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement to develop and send a firmware fix to the United States Naval Observatory, Washington, DC for the repair of occasional tracking errors in GPS receivers. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Exelis Inc. on a sole source basis for this requirement. As Exelis Inc. is the system developer with proprietary information, Exelis Inc. is the only company capable of providing the technical service to correct the occasional missed data point entries. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 334511.
