Description
The National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC)'s Resource Assessment and Conservation Engineering Division (RACE) in Seattle, Washington has a requirement for a vessel charter with crew to conduct sampling operations in the Albatross Bank region of the Gulf of Alaska during four separate seasonal periods for up to 48 days occurring in 2013 and 2014. Charter periods will be up to 12 days long for each period and occur in August 2013, between November 2013 and January 2014, between April 2014 and May 2014 and August 2014. The overarching objective of the proposed research is to examine the relative importance of coral and sponge habitats to the productivity of commercially important fish species in the Gulf of Alaska. A variety of habitat types will be examined utilizing a combination of tools including a drop video camera, bottom trawl, a Conductivity-Temperature-Depth (CTD) profiler, and plankton sampling equipment. Sampling of these habitats will occur during the summer, winter, and spring seasons examining differences in density, community structure, prey availability, diet diversity, condition, growth, and reproductive success within the different habitat types for commercially important rockfish species. The minimum vessel requirements for this charter consist of, but are not limited to: • Minimum vessel length of 72 feet overall. • Capability of fishing the NMFS provided trawl net in both nearshore and offshore sampling localities. • The vessel must provide trawl doors that will work with the supplied net. NETS Fishbuster doors sized 4 - 6 m2 or the equivalent v-type door from another manufacturer must be provided. • The vessel must be completely rigged for trawling including: a stern ramp and gallows or gantry, at least one net reel with capacity for the NMFS provided trawl net equipped with rockhopper gear, split trawl winches, adequate horsepower to tow and retrieve the net at a maximum continuous speed of 3 knots. • The vessel must provide a winch (hydraulic or electric), line hauler (pot hauler) with davit/block and control valve, or similar equipment capable of setting/retrieving the bongo plankton net and CTD at a controlled rate (20-50 m/minute). The winch/pot hauler should have lift capacity of approximately 500 lbs. and be able to handle 1200 ft. of 1/4" to 5/16" spectra. • Potable water with capacity and ability to replenish without delays to survey operations. • Vessel must be capable of fishing during low visibility periods during the day and deck lighting must be sufficient to carry on fishing and processing operations. • The Captain shall have a minimum of three (3) years commercial fishing experience of a comparable-sized fishing vessel in Alaskan waters. • Berthing space for three scientists, including clean mattresses with fitted covers. • A minimum of one head and one shower • Capacity for carrying provisions for up to 12 days at sea for all scientific and crew personnel. 5. Storage to retain all refuse (except food and paper materials) or a means to incinerate this refuse so it is not disposed at sea for a minimum of 12 days. A comprehensive list of actual requirements for this requirement will be contained in the solicitation document. The proposed contract action is set aside for small business concerns. The NAICS code for this procurement is 483114 and the business size standard for this requirement is 500 employees. Any vendor desiring to be considered for award must be registered in the System for Award Management (SAM) using this NAICS code. Any resulting contract will be awarded as a firm-fixed price type contract. Solicitation documents will be made available for download on or about May 16, 2013 at http://www.fbo.gov/.
