- To: Interested Bidders Subject: Expression of Interest Reference: Sewage Treatment Plant Discharge Modifications at Brookhaven National Labatory. Brookhaven Science Associates, LLC (BSA) is seeking an expression of interest from interested bidders for the above subject project. BSA intends to award one (1) fixed-price contract for a Contractor to perform this work. The estimated value of construction (including Add Alternate) is $1,750,000 to $3,000,000. Award will be made to the bidder who's bid is lowest and meets specific Qualification Criteria (provided with the Solicitation documents) for previous experience and safety (DART, recordable incidents and EMR over the past three years). It is anticipated that a Solicitation will be issued within one month. A pre-bid meeting and site visit will be scheduled within the Solicitation. Interested Contractors shall submit a letter expressing their interest electronically to gardnerp@bnl.gov. All interested Contractors must respond by 4:00 P.M. on May 7, 2013. In general, the work consists of, but is not limited to, the following: (Bidders are required to bid on the Base Bid as well as Add Alternate No. 1.) - Base Bid includes: Construction of a new pre-engineered steel building with a cast-in place concrete foundation and an approximate floor area of 2,000 SF to enclose a tertiary filtration system. The building is also to be equipped with a lightning protection system. Mechanical work will include the installation of two (2) new tertiary filters, each a capacity of 3 MGD. New exterior piping will be installed downstream of the existing clarifiers and upstream to the new filters. New interior valves will be installed to allow one tertiary filter to be operation and the other to be in a standby mode. A new effluent monitoring station comprised of a new Parshall flume will be installed downstream of the filters to monitor and record effluent flows. Relocated sampling and process instrumentation equipment will be installed within the filter building. Electrical work will include the installation of new underground power feeders and control wiring. Electrical switchgear including a motor control center and electrical panelboards will be installed to provide single and three phase power to new equipment, including pumps, ventilation, heaters, samplers, lighting, etc. The flow metering station will be connected the existing STP SCADA system. The SCADA system will require modification to reflect changes to the process equipment. Sampling and process instrumentation equipment controls circuits are to be connected to the STP SCADA system. A new groundwater disposal system will be constructed to receive flow from the existing STP. Four (4) new recharge beds, each with an approximate area of 60,000 square feet will be constructed. A new effluent pipe will be installed to divert flow to the new recharge beds. New gear driven plug valves will be installed to control the flow to each of the recharge beds. a. - Add Alternate No. 1 includes: The standby generator located at the existing sewage treatment plant shall be removed and salvaged and replaced with a new generator to power the entire treatment plant system in case of an emergency. The contractor shall decommission, remove, and turn over to BNL the existing Cummins Onan 125kVW/156 KVA standby generator (Model No. 125DGEA), the existing Cummins Onan 400 amperes automatic transfer switch (ATS) (Model No. OT 400), and the main switch board. A new 250 kW generator shall be supplied and installed to replace the existing standby generator. The automatic transfer switch (ATS) and the main switch board shall be supplied and installed to replace the existing ATS and main switch board. Contractor to make all connections including all wiring, conductors, and conduits necessary to make new generator fully functional and operational. Contractor shall be responsible for all testing and start-up services as required of the new generator to make operational.
