- Attachment A Table SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION Valves, Turbines, Starters, Controllers, Amplifier Computer, Servos, Flight Processor, Circuit Card Assembly, Brake Controls, Fuel Controls, Support Equipment Components, Communications Components, Gearbox Assemblies, and Inertial Navigation Components- remanufacture, overhaul, repair, with Sustaining Engineering Services ACQUISITION OF REPAIR RELATED TO VARIOUS SUBSYSTEMS - Multiple weapons systems including: A-10, B-52, C-130, C-135, C-5, E-3, F-15, and F-16 NAICS codes including: 336412, 336413, 334511, 334513, 334515, 541330, 811213, and 811219 (Small Business Size Standard 1000 employees or less) Multiple Federal Supply Classifications including but not limited to: Multiple FSCs: 1420, 1550, 1650, 1660, 1680, 2840, 2915, 2995, 3010, 3040, 4320, 4810, 4820, 5960, 5998, 6605, 6615, 6625, 6680, 6685, and 7025 PSC: J016 (Maintenance, Repair, and Rebuilding of Equipment - Aircraft Components and Accessories) See Attachment A for specific list of items (NSNs and Part Numbers) Agency/Office: Air Force Materiel Command Location: 429 SCMS Air Force Sustainment Center OC-ALC - (Central Contracting) PURPOSE: This is a Sources Sought Synopsis (SSS)/Request for Information (RFI) for market research purposes issued by the 429 SCMS at Tinker Air Force Base (TAFB). The United States Air Force (USAF) is requesting information on capabilities to perform repairs and to determine available sources of repair related to the items listed in Attachment A, attached as a part of this announcement. The 429 SCMS contemplates negotiating a multiple year contract for the repair, overhaul or remanufacture of various components related to specific components to support various weapons systems with Honeywell International. This is a market research survey to determine the availability and adequacy of potential sources prior to determining an acquisition strategy and contract strategy. This is a Sources Sought Synopsis/Request for Information. There is no solicitation available at this time. Requests for a solicitation will not receive a response. We are seeking to find, and are open to all types of small business participation. The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements, if applicable and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Responses to this Sources Sought may or may not be returned. Not responding to this Sources Sought does not preclude participation in any future solicitation, if one if issued. It is the intent of the Government to maximize competition whenever and wherever possible. Responses to this notice will be carefully and completely considered to determine if a competitive environment exists or can be created. NOTE: The Government does not possess, own, or otherwise have a license to use the technical data to support repair, overhaul or remanufacture, or sustaining engineering services of the NSNs/Part Numbers listed in this notice. Preliminary research indicates the data for NSNs/Part Numbers are all proprietary/intellectual property of Honeywell International Inc. (CAGE 02LU7). It is the intention of the Government to use information obtained from this notice to assist the Government in identifying potential sources for subcontracting opportunities to Honeywell in locating small businesses to support the Government's socioeconomic programs, and provide potential support for overcoming obsolescence issues on legacy systems/components. Disclaimer: This SSS/RFI is issued solely for informational and planning purposes. This does not constitute a bona fide offer to do business. It does not constitute a solicitation (Request for Proposal) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SSS/RFI does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although "proposal" and "offeror" are used in this notice, your response will be treated as information only. It shall not be used as a proposal. Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this SSS/RFI. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the SSS/RFI. This notice of intent is not a request for competitive proposals. Qualification requirements (previously posted/advertised) are applicable for eighteen of these items, and are identified in Attachment A. The existence of qualification requirements are NOT of themselves an indicator an item is available for full and open competition. If a potential offeror feels they can meet qualification requirements for an item, refer to the Source Approval Process for that specific item and location. To successfully compete in the Source Approval Program, the responsibility, and burden of preparing or completing technical data packages is on the manufacturers or suppliers of the part to demonstrate that their part is equal to or better than the existing component/part the Government is using. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described potential procurement make contact with Honeywell International (Cage 02LU7). Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. No technical data is available. Export Control provisions apply - requestor must have a verifiable DD2345 to receive export controlled data. The Government does not own data rights and/or cannot obtain the data necessary to compete this requirement. RESPONSES: Interested parties shall submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the below stated requirements. The capabilities package shall clearly present evidence the interested party is fully capable of providing the capabilities listed below, pertaining to Attachment A, and as such may contain any information that the interested party feels is relevant. All responders are requested to indicate if they are a large business, small business, small disadvantaged business, 8(a) concern or woman-owned small business. In addition, contractors will indicate whether or not their services are offered through the GSA schedule or any other government-wide acquisition contract. Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting (CCR) System. The government may solicit firms meeting the screening criteria in this SSS/RFI. Responses shall address the following list as it relates to your organization's capabilities and positions to provide the below items, for which information is sought: 1. Program Management a. Benefits of Co-Forecasting of repair requirements between government and contractor b. Item Unique Identification (IUID) program per MIL-STD-130M compliance & tracking c. Obsolescence Management Program - establishes a process to keep the government informed as to the producibility of all repair requirements; additionally, how this program is utilized to determine the producibility of infrequently repaired items prior to solicitation for Administrative Lead Time reduction and preclude "NO-BIDS" d. Maximum utilization of small/disadvantage businesses - demonstrate how small/disadvantaged businesses are utilized in the performance of a contract. e. Implementation of a Value Engineering Program (VEP) - for repair cost savings sharing f. Critical Process/Material Management for production lead-time reduction and cost control g. Process to improve Responsiveness/Timeliness of pricing/re-pricing actions h. Repair Production Report - process for timely report of asset status, quantity on hand, including Commercial Asset Visibility-Air Force(CAV AF), and identify reasons for delay or issues 2. REPAIR/OVERHAUL/REMANUFACTURING a. Pricing i. Pricing - please identify alternatives on how CLINs should be structured that leads to best pricing/value ii. Which items should be FAR Part 12 versus 15 (by item). This will aid our Commerciality determination. iii. We plan on a Firm Fixed Price (FFP) contract; are there other appropriate pricing strategies as seen as most cost effective or beneficial to the Government? iv. Are there process improvement projects which may reduce the overall cost to the Government? b. Maintenance Type (identify NSN candidates by type, historical or expected quantities, and describe the work effort by type) i. Level of Repair - 1. Tier 1, Repair 2. Tier 2, Overhaul 3. Tier 3, Remanufacturing (Major Overhaul) ii. describe level of proposed repair categories c. Quality Improvement Projects to reduce Quality Deficiency Reports d.
