Description
This project is for Construction of the new Defense Information Systems Agency (DISA) Facility as an FY13 Military Construction (MILCON) project at Scott Air Force Base (AFB), Illinois. The scope includes 164,048 square feet of new construction with computer operations space, server areas, secure compartmentalized information facilities (SCIF), administrative work areas, staging and testing areas, conference rooms, supply and storage areas, mailroom, cafeteria, break areas, restrooms, training rooms, loading dock, security and badging office, visitor reception area, and fitness area. This facility also includes space for uninterruptable power supply and associated battery/component storage areas. Supporting facilities include connection to the existing utility systems to include water, natural gas, electrical, sanitary sewer; fire protection systems and alarms; paving, walks, curbs and gutters; storm drainage, site improvements, and information systems. The project will contain the following options: 1) Redundant Generator; 2) Additional AT/FP Physical Barriers; 3) Site Improvements; 4) Security System; 5) Audio Visual Systems; and 6) three Furniture, Fixtures and Equipment options. The Estimated Price Range is $25M to $100M in accordance with FAR 36.204. This is a 1-Phase Trade-off (Best Value) selection process. The technical information contained in the submitted proposal will be reviewed, evaluated, and rated by the Government. The proposal requirements for this procurement consists of the following: Relevant Experience of the Prime Contractor and Key Subcontractors; Prime Contractor and Key Subcontractor Past Performance Information; Management Information; SB Participation Plan Information; a Subcontracting Plan; Pro Forma Information; and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. This is a secure project, therefore, the documents are designated as quote mark export controlled quote mark and you must follow the steps on the Federal Business Opportunities website to be granted access to download. Access to download from www.fbo.gov will be granted to Prime Contractors only. Third-party vendors will not be granted access. To download documents that are designated as quote mark export controlled, quote mark you must be certified as a U.S. Contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) (http://www.dlis.dla.mil/). To apply for this certification, you must submit form DD2345. Instructions for completing and submitting the form are on the form itself. Contractors shall request certification using the Defense Logistics Information Services Joint Certification Program. We are receiving access to download the DISA Scott AFB project from FBO. These files contain Government information that includes prints, diagrams and floor plans. By downloading the files we agree to the following: a. Control and secure contents of information/plans related to this project b. Limit dissemination/reproduction to minimum required to complete bidding process c. Not post information/plans on company website or any other site accessible to the public d. Return/destroy information/plans/delete electronic files within 30 days of unsuccessful bid or project completion. 2. Any questions regarding this letter or policy should be directed to the Contract Specialist. This is an UNRESTRICTED competitive procurement. Size Standard is $33.5M. Approximate issue date is 15 May 2013 and approximate due date for proposals is 9 July 2013 at 10:00 a.m. Louisville Time. Award of a Firm Fixed-Price contract is scheduled for September 2013. Actual dates and times will be identified in the solicitation. Offerors must have and must maintain an active registration in the System for Award Management (SAM) database at www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. Project documents will be available by download from the Internet only. Downloads are available only through the Federal Business Opportunities (FedBizOps) website at http://www.fbo.gov. Paper copies of the solicitation will not be issued. This announcement serves as the Advance Notice for this project. Amendments will be available from the FedBizOps website by download only. This will be the only method of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check the website periodically for any amendments to the solicitation.
