Contract Clauses Schedule of Items and Experience Form General Information: The intent of this solicitation is to obtain quotes for a caterer for 6 days at the Chelan County Fairgrounds, Chelan WA. The number of individuals to be fed is approximately 140. (1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is incorporated. (2) This solicitation is issued as a Request for Quotation (RFQ). (3) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-64 (4) The solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 722320 Caterers. The Small business size standard is $7 million in annual sales. (5) The Combined synopsis/solicitation is for the purchase of the following commercial items. See attached Schedule of Items. _____________________________________________________________ Quoters must be registered in System for Award Management SAMS www.sam.gov Please provide your DUNS # _____________________ Vendor Name: ________________________________________ Please find additional information attached SERVICES AND PRICES Schedule of Items see attachment Schedule_Experience BASIS OF AWARD AND EVALUATION OF QUOTES One award will be made; offer of award will be made to the quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government per FAR 13.106-2 considering price and other factors such as past performance, proposed menu and cooperativeness. The attached Experience Questionnaire will be used as part of the evaluation. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any or all offerors. CONTRACT TIME The contract period will be June 16, 2013, through June 21, 2013. The Contractor shall be responsible to arrive at the appointed location at the dates listed in the schedule calendar. LOCATION OF WORK The location of this work is at Chelan County Fair Grounds 5700 Wescott Dr Cashmere, WA 98815 SERVICE CONTRACT ACT Service Contract Act is applicable to this contract Wage determination No. : WD 95-0077 (Rev.-27) was first posted on www.wdol.gov on 06/19/2012, is attached in full text. PREWORK CONFERENCE Prior to commencement of work, the Contracting Officer will arrange a meeting with the Contractor and COR to discuss the contract terms and work performance requirements. SPECIFICATIONS GENERAL SPECIFICATIONS SCOPE OF CONTRACT Contractor shall furnish all labor, transportation, supervision, food, and consumable items necessary to provide menu preparation and preparation of food during the stated times for approximately 140 persons per meal. A more detailed estimate of number of people to be served each day will be provided by June 1, 2013. This updated number would be planned to be within + or - 10 per the meal being described. The Contracting Officer's Representative or his designee will oversee a sign-in sheet(s) to validate numbers that are eating (breakfast/lunch and dinner) to assure accuracy for payment. Menus must include needs for vegetarian for all meals and include beverages for each meal. Sack lunches must include some beverage as well and be served in a paper sack. Attendees will pick-up a sack lunch after breakfast each morning around 0700-0730. The intent is to create an wildfire camp sytle experience. The attendees will be the same each day requiring a desire to have some difference in menu for each meal. It is recognized that there can be repeat of some of the menu items, especially with breakfast and a few of the dinners. The contractor may arrive at the Chelan County Fairgrounds as early as 1700 on Sunday, June 16th and is expected to depart the farigrounds by 1700 on June 21st, having provided all necessary clean-up of their area. The Contractor is not expected to remain on-site for the duration of the event. It is recognized that on June 16th, dinner is expected to be served at 1800 and the soonest the contractor may occupy the site at the Farigrounds is 1700, therefore; a light dinner may be served consisting of a salad, soup and sandwich bar. Prior to June 10, 2013, a mutually accepted menu will be set with the Contracting Officer's Representative. FACILITIES Dinning Facilities will be provided for serving meals Water, electricity and grey water connections will be provided onsite at no charge to the contractor and can accommidate most Recreation Vehicle (RV) connections. Contractor may elect to perform meal preparation on site within their mobile food preparation units, or perform all meal preparations off-site and deliver meals at the times specified in the Schedule of Items, either option would be acceptable and no preferences by the Government are made based on which option a vendor may elect. MEASUREMENT AND PAYMENT Payment will be made after completion of contract. Charges will be based on the actual number of meals prepared taken from the sign in sheet. Submit invoice for payment to the Contracting Officers Representative. Invoice will be reviewed and approved or rejected by the COR within 7 days of receipt of invoice. Rejected invoices must be corrected and resubmitted. COR will forward the approved invoice to the Contracting Officer for payment processing.
