Other Applicable Provisions and Clauses DOL Wage Determination Report Statement of Work/Specification Schedule of Supplies or Services and Price/Costs COMBINED SYNOPSIS/SOLICITATION Top End Overhaul of #1 and #2 Diesel Engines on NOAA Ship OSCAR DYSON at Dutch Harbor, AK or Kodiak, AK (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ) and has been assigned Solicitation Number AB-133M-13-RQ-0347. The Government intends to award a firm-fixed-price contract based on its selection of the offer that represents the best value to the Government. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66, effective 01 April 2013. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The small business size standard is $7.0 million. (V) For a list of the commercial services and items being purchased for this requirement, refer to Attachment 1, Schedule of Supplies or Services and Prices_Costs. (VI) For a description of the requirements associated with this acquisition, refer to Attachment 2, Statement of Work_Specification. Attachment 3 provides the applicable Department of Labor Wage Rates (Wage Determination No. 2005-2017, Revision No. 16, Date of Revision 13 June 2013), which may also be found at www.wdol.gov. (VII) Period of performance shall be one (1) of the following two port and date range combinations: Port: Dutch Harbor, AK Ship Arrival/Period of Performance Start Date: Mon., 03 June 2013 Ship Departure/Period of Performance End Date: Sat., 08 June 2013 Total Calendar Days (incl. arrival/departure): 6 Port: Kodiak, AK Ship Arrival/Period of Performance Start Date: Fri., 09 August 2013 Ship Departure/Period of Performance End Date: Wed., 14 August 2013 Total Calendar Days (incl. arrival/departure): 6 (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012), applies to this acquisition. Site Visit: Given the vessel's inaccessibility due to being at sea and the engine manufacturer's well-documented procedures for performing the specified maintenance, no site visit will be conducted in conjunction with this procurement. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Current standing as a Caterpillar-authorized service provider; 2. Offeror's documented experience over the past five (5) years in providing engine overhaul services that were identical or substantially similar to those set forth in the Statement of Work/Specification. Such experience shall be relevant, specific, and of sufficient complexity and duration to support the offeror's assertion that they can meet or exceed the stated requirements, and shall include a list of previous projects and their dollar value; 3. Past Performance (provide the names, phone numbers and email addresses of at least two references for whom work of an identical or substantially similar nature was performed and who can attest to the responsiveness, quality of work, and level of customer service demonstrated by the offeror in the work done on their behalf); 4. Price. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Dec 2012), with its quote. The offeror shall complete the annual representations and certifications electronically at the System for Award Management website (www.sam.gov). (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2012) applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan 2013) also applies to this acquisition. For a list of the specific subparagraphs in FAR 52.212-5 that apply to this acquisition, refer to Attachment 4, Other Applicable Provisions & Clauses. (XIII) For a list of additional FAR and Department of Commerce provisions and clauses that apply to this acquisition, refer to Attachment 4, Other Applicable Provisions & Clauses. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition. (XV) Quotes are required to be received in the contracting office no later than 2:00 p.m. Pacific Daylight Time on 15 May 2013.
