Description
Traffic Control Plan Sanborn Logging Plan Hanks Logging Plan Map 3 of 3 Map 2 of 3 Map 1 of 3 Appendix C Appendix B Appendix A Solicitation The Sanborn Park - Hanks Pine Stewardship project would use contract service work to remove the small diameter pine trees (5.0 - 9.9 inches diameter), pile slash and trade the larger diameter sawtimber trees in exchange. The volume of small diameter material (< 10" diameter) to be felled, delimbed, bucked and skidded to an approved landing as part of the required service work is estimated from the timber sale cruise data Description of Work- This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government's method of trading goods for services. Work includes, but is not limited to: * Hazardous fuel removal, forest thinning, slash treatment and related work (see Appendix A); *Timber harvest and removal and related work (see Appendix B); * Road maintenance (see Appendix C) This is a WUI fuels project to protect the Sanborn Park community and the Western Area Power Administration (WAPA) power transmission line. The project is aimed at improving forest stands resistance to crown fire and bark beetle attack. This project is needed to provide strategic fuels breaks around the Sanborn Park community and WAPA power-line, and to perform forest restoration that will put stands on a sustainable path into the future. Stewardship authority is needed because ponderosa pine value and demand is low, therefore service work is needed to complete the project. The project is located on the USFS / private boundary around the rural community of Sanborn Park and along the WAPA power-line in the Hanks Valley area. Sanborn Park is completely surrounded by National Forest System lands, and this stewardship project would include units along the southwest boundary. The WAPA line crosses vast sections of the National Forest and is an important part of the Western United States power grid. The Sanborn Park contract area is approximately 6 miles northeast of Norwood, CO. The primary access route to the contract area is east from Norwood on Hwy 145 to County Road 47Z, to FSR 530. The Hanks Pine contract area is approximately 11 miles northeast of Norwood, CO. The primary access to the contract area is to continue east from Sanborn Park on FSR 530 to FSR 512. See attached Vicinity and Contract Area Maps. The legal description for Sanborn Park (units 78 & 81) is: Portions of Sections 4 & 5, Township 45 North, Range 12 West; Portions of Section 32, Township 46 North, Range 12 West. The legal description for Hanks Pine (unit 1) is: Portions of sections 17 & 18, Township 46 North, Range 11 West. There are three treatment units in the Contract Area totaling 277 acres. Acreage was determined by GPS traverse utilizing a handheld Trimble GPS units. The specifications that were used to ensure the accuracy of the GPS data are in accordance with the standards outlined in the Timber Cruising Handbook (2409.12, chapter 50).
