Description
A. Introduction The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) is issuing a Request for Information (RFI) to identify potential sources in the Seattle / Tacoma area, State of Washington capable of providing the physical structure, equipment, personnel and services, in a properly staffed and secure environment under the authority of the Immigration and Nationality Act, as amended. The information obtained through this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned. ICE is responsible for the detention of aliens in removal proceedings and aliens subject to final order of removal. ICE houses detainees in a variety of federal, state, local, and private facilities. ICE requires a facility and operator to fulfill the transportation, detention, and guard portions of ICE's mission in the Seattle / Tacoma area, State of Washington. Interested parties may consider existing facilities and newly constructed facilities that can support services, such as: food, maintenance, laundry, and utilities as a way of minimizing construction costs, build-out time, and operational expenses. The ideal facility or facilities will provide both meduim / high security case beds and low to minimum security case beds, shall be designed and operated to process and house adult (male and female) detainees, including the full range of criminal and non-criminal cases, and provide both transportation and guard services in a manner consistent with ICE's Performance Based National Detention 2011 Standards (PBNDS) and its civil detention reform initiatives. B. Facility Overview The facility(s) shall offer the following: Note: this information is notional and provided merely for estimating purposes and is subject to change. B. 1 - General Population by Capacity, Gender and Classification Level. • The facility shall be able to accommodate 1,383 males under the classification level of low /medium and or medium / high without the two classification level being co-mingled. • The facility shall be able to accommodate 192 female under the classification level of low / medium. • The total accommodation of the facility for male and female shall be 1,575 ensuring that proper separation to avoid mixing of genders. B.2 - Facility Spaces • Holding rooms/ receiving and discharge area with capacity to support a minimum of 225 aliens which also covers the potential for staging for removal of 135 aliens via Air Operations • Medical facilities including sufficient administrative, examination, and clinical space for health service staff to support approximately 1,575 detainees • Back up/emergency generators • Outdoor and indoor recreation • Law library • Space for visitation • Immigration courtrooms • Space for religious services and programming B.3 - Staffing and Support Spaces • Administrative office space for ICE enforcement and DOJ court staff of approximately 100 employees, including: o 13 manager/administrator/judges o 16 supervisors o 10 attorneys o 25 officers/agents o 25 clerical assistants (administrative space) Additional administrative areas for ICE enforcement staff:  1 Break room with kitchenette  1 Gym  1 Conference Room  1 Secure File Room  1 Server Room  2 Interview Rooms  1 Mail Room  1 Storage Room  3 Court Rooms  10 Attorney client visitation rooms  20 Visitation booths • Secure ICE processing area, including: o Holding capacity of at least 225 detainees, separate from the facility's hold room area. o Sufficient space to accommodate at least 10 processing stations o 4 interview rooms o 1 control room o 2 triage/exam room o Security, control, and monitoring services for the holding cells. o Direct access to a sally port • Space to accommodate video telephone conference capabilities B.4 - Parking Employee -Provide secure surface parking for 100 government agency employees on-site. Visitors - Provide appropriate, secure surface parking for 50 for facility visitors on-site. No street parking allowed. B.5 Facility Location • The ideal facility would be within an approximate 20 minute surface commute time of a general acute care hospital that has an emergency room, and provide surgery, medical, and mental health services. • The ideal facility should have access to public and commercial transportation routes and services. • The ideal facility will serve as a transportation hub for picking up and dropping off ICE detainees. C. Transportation and Guard Services • The facility shall maintain a vehicle fleet and staffing to provide for the transportation requirements for a minimum of 30 medical transports per week. Note: this information is notional and provided merely for estimating purposes and is subject to change. • Transportation to hospitals and planned transportation to outside medical providers shall be performed as required by ICE. • The facility shall provide off-site guard services at hospitals, medical providers, and other locations directed by ICE. • The facility shall safeguard juvenile detainees at off-site locations as directed by ICE. D. Performance Expectations D.1 - ICE Performance-Based National Detention Standards (PBNDS) and Additional Standards The more restrictive, secure areas will be governed by the optimal performance levels articulated in the ICE 2011 PBNDS, available at the following website: http://www.ice.gov/detention-standards/2011/ The Service provider shall also comply with the American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), and Standards Supplement, Standards for Health Services in Jails, National Commission on Correctional Health Care (NCCHC). Some ACA standards are augmented by ICE Policy and/or procedure. In cases where other standards conflict with ICE Policy or Standards, ICE Policy and Standards will prevail. D.2 - ICE Civil Detention Reform Initiatives: A key goal of Immigration Detention Reform is to create a civil detention system that is not penal in nature. However, ICE recognizes that some detainees may have a criminal history. Consequently, detainees at the medium and maximum classification levels may require housing in a more secure area of the facility. The detention center shall provide safe and secure conditions of confinement based on the individual characteristics of a diverse population, including: threat to the community, risk of flight, type and status of immigration proceeding, community ties, medical and mental health issues. The detention center shall provide easy access to legal services; abundant natural light throughout the facility; ample indoor and outdoor recreation that allows for vigorous aerobic exercise with extended hours of availability-ideally a minimum of 2 hours per day of outdoor recreation; private showers and restrooms (where practicable); cafeteria style or satellite meal service; non-institutional detainee clothing; contact visitation, including special arrangements for visiting families, with extended hours including nights and weekends; private areas for attorney-client visits, with video teleconferencing capabilities; noise control; enhanced, but controlled freedom of movement although the manner and degree of implementation may vary based on security levels; enhanced law library and legal resources; and enhanced programming, including religious services and social programs and dedicated space for religious services. E. RFI Requirements Interested parties are instructed to submit the following information: (Note: Please do not exceed 10 pages per submission) • POC information (name, title, phone number, address, email address, etc.) • Facility(s) address(es). • Past Performance references, Government POC (Contract number, name, title, phone number, email address, etc.) • Facility information o Existing:  Year built  Information on the number of housing units and number of beds (by gender and classification)  Photographs of the exterior, interior and spaces listed in Section B  Information related to the capabilities of the facility to meet the requirements listed in Section B, the detention reform initiatives in Section C and any planned renovations to meet these requirements/ initiatives o Newly Constructed/ major physical renovations)  Information on the number of housing units and number of beds (by gender and classification)  Photographs of the site(s), 3D CAD drawings of the exterior, interior and spaces listed in Section B  Information related to the capabilities of the facility to meet the requirements listed in Section B and the detention reform initiatives in Section D  Information related to National Environmental Protection Agency (NEPA) laws including a discussion on Environmental Assessments (EA), Environmental Impact Statements (EIS) and FONSI related to the newly constructed facility or renovation • Transportation information o Distance to the following:  Hospitals  Courts  Major airports  Train stations  Fire stations  Bus stations  Access to public and commercial transportation routes and services  Access to local consulates and pro-bono legal services o Proposed transportation equipment, including vehicle capacities and photographs of the exterior and interior o Information related to the capabilities of the facility to meet the requirements listed in Section C E.
