- JOINT INFORMATION OPERATIONS WARFARE CENTER, IO RESEARCH AND DEVELOPMENT PROGRAMS DATA CALL DISCLAIMER This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately. Information on the specific topics of interest is provided in the following sections of this announcement. Neither the Joint Information Operations Warfare Center nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information. BACKGROUND The Joint Information Operations Warfare Center (JIOWC) is a Chairman-controlled activity (CCA) under the supervision of the Joint Staff Director for Operations (J-3), solicits inputs from industry and academia on all ongoing Information Operations-related R&D programs. The information collected will be compiled and published for the purposes of highlighting opportunities for collaboration and identification of operational technology transition partners for fielding emerging capabilities. In the case of activities releasable to (4 Eyes) allies, the data will be shared through the IO Quadrilat forum, in which our partners will provide reciprocal reporting; creating additional opportunities for collaboration and transition paths. The JIOWC will actively attempt to facilitate these collaboration and transition partnerships. Definitions relevant to this call: Information Operations (IO) is defined as "the integrated employment, during military operations, of Information Related Capabilities (IRCs) in concert with other lines of operation, to influence, disrupt, corrupt, or usurp the decision making of adversaries and potential adversaries while protecting our own." Information-related capabilities (IRCs) are defined as tools, techniques or activities employed within a dimension of the information environment, which can be used to achieve a specific end(s). And, the Information Environment is identified as the aggregate of individuals, organizations, and systems that collect, process, disseminate or act on information. SPECIFIC INFORMATION OF INTEREST Of primary interest are those programs which seek to develop capabilities which are intended to directly influence, disrupt, corrupt, or usurp the decision making information/abilities of adversaries, or those intended to protect our own. Likewise, programs which aim to improve/automate the planning and integration of such capabilities into military plans are relevant. Programs designed to determine, track, or assess characteristics of the information environment (such as population attitude/sentiment trends, social media data mining, political or cultural upheaval prediction, etc.) are also relevant to this data call. The legacy definition of Information Operations described the core capabilities of Electronic Warfare, Psychological Operations, or PSYOP, (now called Military Information Support Operations, or MISO), Military Deception (MILDEC), Operations Security (OPSEC), and Computer Network Operations (CNO), and the supporting capabilities, including Combat Camera, Information Assurance, and Counterintelligence. R&D programs in these fields are of peripheral interest to this data call, and will be accepted. SUBMISSION INSTRUCTIONS Recipients are encouraged to submit papers, system descriptions and current status updates on all ongoing IO-related R&D programs.
