This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9124Q-13-T-0401 using FAR subpart 13, Simplified Acquisition Procedures. This solicitation is being issued as a Request For Proposal.. The Government intends to award a Firm Fixed Price Contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer meets or exceeds the minimum technical requirement at the lowest price. Since award will be based on initial responses, offerors are highly encouraged to propose their most advantageous pricing in their initial response. The North American Industry Classification System Code (NAICS) is 336413 size standard 1000 employees. The Mission Installation Contracting Command, White Sands Missile Range, New Mexico intends to award a firm-fixed-price contract for the following requirement: The Ground Power Unit (GPU) (1 ea) shall be a minimum 600A, 28.5 VDC, Solid State unit. Input voltage shall be minimum 208V, 3 phase, 60 Hz (100 amp circuit). Input voltage cable shall be a minimum of 50 feet in length and shall be terminated with a 100 Amp, Appleton Connector Plug or equal (Part Number 4W4PFTY1) Nominal output voltage shall be 28.5VDC. Output current limit setting shall be adjustable from 300 to 2000A. Provide GPU output voltage cable with a NATO 2-2/0 slave cable 50 feet in length minimum. NATO slave cable shall be terminated at both ends with NATO slave cable plugs (SBORD102C or equal). The GPU shall have a NATO receptacle (ABORD954 or equal) mounted on the side of the unit. A 10A, 110-120V, 60 Hz convenience receptacle shall be included non ground power unit. The GPU shall have cable hooks for storage of the input and output voltage cables. The GPU shall be 3-wheeled mounted with a T-handle with activated parking brake for maneuvering and parking. The quotation may be in any format but MUST include: 1)Proposing company's name, address, Tax ID Number, DUNS Number, Cage Code and phone. 2)Point of contact's name, phone, and email 3)Quotation number & date 4)Item Price 5)Total price (Net 30) 6)Shipping (FBO Destination) 7)Applicable discounts 8)Timeframe that the quote is valid 9)Delivery Schedule (NLT 60 days after receipt of order; if less state in days) 10)Warranty Information (if applicable) Delivery will be made to White Sands Missile Range, New Mexico, 88002. Quotations MUST also contain a complete description of item, to include manufacture part number if any, offered to clearly show item meets or exceeds the technical requirements listed above. The Contracting Officer will review quotations based on the characteristics listed in this solicitation and the information furnished by the offeror. Before price is considered, the proposal must meet the technical requirements. NOTICE TO CONTRACTORS: All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Any award resulting from this solicitation will include DFARS clause 252.232-7003 Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to e submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DOD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at Http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at Http://wawf.eb.mil/. It is the offeror's responsibility to be familiar with the applicable clauses and provisions.
