Description
Solicitation Posted 29 April 2013 --------------------------------- This is a presolicitation notice for U.S. Transportation Command's (USTRANSCOM) upcoming requirement to procure round trip charter flights between Copenhagen, Denmark and Thule Air Base (AB), Greenland once every four weeks with a capacity of at least 150 passengers and 25,000 kilograms (kg) of cargo. The contractor will be authorized to recommend enroute stops upon mutual agreement between the contractor and the government. The contractor shall also provide round trip charter flights between Kangerlussuaq, Greenland and Thule AB, Greenland bi-monthly with a capacity of at least 30 passengers and 400 kg of cargo. In addition to the above charter flights, the contractor shall provide scheduled services (non-charter) for passenger and cargo movements on an ad-hoc basis. An estimated 700 passenger movements (one-way tickets) per year will be required between Copenhagen, Denmark and Kangerlussauq, Greenland, and an estimated minimum of 8,000 kg of cargo per year will be required to be moved between Copenhagen, Denmark and Kangerlussuaq, Greenland with return by charter or regularly scheduled aircraft. Also required will be the temporary refrigerated storage and movement to the aircraft for general (dry) and (chilled) cargo. Please see attached DRAFT Performance Work Statement (PWS). The period of performance will consist of a one-year base period (effective 1 October 2013 through 30 September 2014), four (4) one-year option periods (effective 1 October 2014 through 30 September 2018), and one six-month option to extend service (effective 1 October 2018 through 31 March 2019). This acquisition is a competitive best value source selection. The Government intends to award an Indefinite Delivery Requirements contract using Performance Price Trade-Off (PPT) Source Selection Procedures, as implemented on July 1, 2011, and the provisions contained in the Request for Proposal (RFP).The anticipated Contract Line Item Number (CLIN) structure will be inclusive of separate Firm Fixed Price (FFP) CLINs for chartered and scheduled services by route with an Economic Price Adjustment (EPA) CLIN for fuel and a Time & Materials (T&M) CLIN for lodging expenses when required. The anticipated period of performance is as follows: Base Period: 1 October 2013 - 30 September 2014 Option Period One: 1 October 2014 - 30 September 2015 Option Period Two: 1 October 2015 - 30 September 2016 Option Period Three: 1 October 2016- 30 September 2017 Option Period Four: 1 October 2017 - 30 September 2018 Six Month Option Extension: 1 October 2018 - 30 March 2019 The total performance period is 60 months (exclusive of option extension). The anticipated award date is 1 October 2013. Attached is a draft Performance Work Statement (PWS) which is anticipated to be posted with the RFP. USTRANSCOM/TCAQ-CI is interested in receiving industry comments regarding the draft PWS for potential incorporation into the RFP. Please keep all comments clear and concise.
