- This acquisition is for Architect/Engineer (A/E) services, and is procured in accordance with the Brooks Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of three or more firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. The Department of Veterans Affairs Medical Center (VAMC); VISN 5 Contracting, Perry Point, Maryland 21902 is advertising for Architectural and Engineering Services to provide A/E services necessary to develop complete drawings, specifications, cost estimates, project phasing site visits and construction period of administration associated with the Potable Water Treatment System upgrades as recommended in a recent comprehensive evaluation of the system in 2013 by O'Brien and Gere, for a complete operating facility at the Perry Point Veteran's Affairs Medical Center, within the constraints of the construction budget consistent with the VA's project team goals as prioritized during project meetings and field surveys. THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERANS OWNED SMALL BUSINESS FIRMS. Before a SDVOSB is proposed as a potential contractor, they must be "verified" by VETBIZ (www.vetbiz.gov) and registered in SAM (www.sam.gov) database. Failure of a proposed SDVOSB to be verified by the CVE at the time the SF330 is submitted will result in their elimination as a proposed contractor. The proposed services will be obtained by a negotiated Firm-Fixed-Price Contract. The NAICS Code for this acquisition is 541330 and the applicable Small Business Size Standard is not more than $14.0M average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $2,000,000 to $5,000,000. Eligible A/E Firm must have a working office location within 120 mile radius of the VAMC, Laundry Drive, Building 101B, Perry Point, Maryland 21902. This distance is determined according to www.randmcnally.com. This will be verified through www.sam.gov and VETBIZ. The selected A/E firm(s) shall be in accordance with FAR 2.101 definition of "Architect-engineer services" as defined in 40 U.S.C. 1102 and FAR Part 36.6 to provide professional A/E services for the Veterans Administration as required. A/E(s) signing drawings must be licensed in the State of Maryland. The intent of this project is to make improvements to the potable water system serving the entire campus in accordance with recommendations contained in a recent comprehensive evaluation of the system prepared by O'Brien and Gere Engineers including, but not limited to: oConstruct a new Water Treatment Plant adjacent to the existing plant oDemolition of the existing Water Treatment Plant (Buildings 22 and 102) oRenovations to the Raw Water Pumping Station (Building 20) oCleaning of the Secondary Intake oInstrumentation and Control Improvements for enhanced system operations oOther ancillary features as recommended Correct building envelope oProvide central air conditioning by using/upgrading existing chilled water systems and integrating with the energy management system oUpgraded heating and air conditioning systems and integrating with the energy management system oUpgrade finishes oUpgrade electrical systems oUpgrade lighting systems oCorrect architectural system oUpgrade plumbing systems oUpgrade fire protection systems oUpgrade life safety systems oModernize the facilities oAsbestos abatement (if required) oInstall drainage outside building to properly capture and convey storm water runoff The existing water system was constructed in the early 1900's and has undergone several upgrades over the years, however, much of the original structures are still in service. This project will correct Facility Conditions Assessment (FCA) deficiencies and provide for a more reliable and safer source of potable water to the patients, staff and visitors of the Medical Center. Work will include, but not be limited to, architectural, interior finishes, mechanical (plumbing, fire protection and HVAC), electrical, structural, asbestos abatement, and other specialty consultants required pertinent to the project requirements within the constraints of the construction budget consistent with the VA's project team goals as prioritized during project meetings and field surveys. All finishes shall be coordinated with VA Interior Designer. The A/E shall obtain all environmental and other necessary permits that would be required prior to construction commencing - including but not limited to: oMaryland Historic Trust oSection 106 for Historic Preservation oMaryland Dept. of the Environment (MDE) oMaryland Dept. of Natural Resources (DNR) The A/E shall base their design to meet the following sustainable energy requirements: oUSGBC LEED: Design elements to qualify for LEED Silver, with no formal certification required. oExecutive Order 13514 oEPACT 2005 oEISA 2007 oVA HVAC Design Manual oVA Sustainable Design & Energy Reduction Manual (April 2010 or later) The following evaluation criteria in accordance with FAR 36.6 will be used during the A/E Selection process: (1) through (7), listed in order of importance or merit. FAILURE TO CLEARLY ADDRESS ALL LISTED EVALUATION CRITERIA AND INFORMATION REQUIRED BY THE SUBMISSION REQUIREMENTS BELOW MAY RESULT IN REJECTION OF SF 330. (1) PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE OF REQUIRED SERVICES. Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical, Fire Protection Engineer). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Civil, Structural Engineers, Cost Estimator, and team members who will perform technical tasks under this contract including their record of working together. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of three (3) specific completed projects that best illustrate the individual team members experience relevant to this contract scope; (2) SPECIALIZED EXPERIENCE WITH HEALTHCARE RELATED DESIGNS, PATIENT CENTERED CARE, CONCEPTS & EXPERIENCE, AND TECHNICAL COMPETENCE IN THE TYPE OF WORK REQUIRED. Provide a detailed a narrative of up to 10 (maximum) relevant projects completed within the last 5 years, that best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; (3) CAPACITY to accomplish the work in the required time. Submission requirements for the prime and each proposed consultant to be assigned to the team, list all current projects with a design fee of greater than $20,000 being designed in the firms' office. Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates; (4) PAST PERFORMANCE ON CONTRACTS WITH GOVERNMENT AGENCIES AND PRIVATE INDUSTRY IN TERMS OF COST CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH PERFORMANCE SCHEDULES. Discuss firms' ability to work with Government entities and design standards or similar relevant experience with other entities. Provide a copy of all performance evaluations (A/E) issued for government contracts (as applicable). For non-Federal contracts, provide facility owner documentation of the firms' performance issued on that contract. If know documentation exists, so state. Provide accessible owner points of contact: name, title address, telephone number, e-mail, and fax number and provide copies of awards and letters of appreciation/commendation as desired; (5) ORGANIZATION, MANAGEMENT AND QUALITY CONTROL. Discussion of the firms' organization and management process. Demonstrated success of the Quality Control (QC) program used by the firm to ensure quality products. In narrative form outline the firms' approach to design and project management. Document the firms' ability to handle projects with multiple end-users and complex requirements. Describe the teams' organization. Provide an organization chart that identifies the overall relationship and lines of authority of the proposed team; (6) COMPARISON OF A/E ESTIMATE TO FINAL CONSTRUCTION BID COST ON TEN (10) MOST RECENT PROJECTS. (7) KNOWLEDGE OF VA DESIGN STANDARDS, TECHNICAL MANUALS, AND SPECIFICATIONS. THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330's Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or bidder/plan holder list will be issued. The socio-economic set-aside associated with this advertisement is 100% Service Disabled Veteran Owned Small Business Set Aside. Therefore, this acquisition is open to all firms meeting the qualifications of a SDVOSB under the associated NAICS code as registered in ORCA and CCR. Prospective small business firms are reminded that in accordance with FAR 52.219-14 Limitations on Subcontracting, at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the small business concern. SF 330 package shall address how it is anticipates the criteria will be met. Qualified A/E firms are required to submit TWO (2) hard copy's and ONE (1) via CD of their entire completed SF Form 330 packages; SF330 forms are available on-line at: http://www.gsa.gov/portal/forms/type/SF. Submission of information incorporated by reference is not allowed. Prospective firms shall address all selection criteria factors within their submitted SF330 package. All hard copy submissions must be bound in some manner. Information shall be submitted no later than 2:00 local time on June 3, 2013. Telephone inquiries will not be honored.
