- NOTICE OF CONTRACT ACTION: The Department of Veterans Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center - Frederick (SAC-F) intends to negotiate a second six-month bridge sole-source firm-fixed price contract with AA Temps (dba Ardelle Associates, Inc),7002 Little River Turnpike, Suite N, Annandale, VA 22003-3200 under the authority of 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) code is 541611. The size standard is $14 million. The anticipated period of performance is May 26, 2013 through November 25, 2013. This sole-source contract is to ensure there is no interruption in contractor provided mission critical support services for the Center for Veterans Enterprise (CVE), while the Government recompetes the follow-on competitive contract. The contractor shall provide administrative and paralegal support services to assist CVE in processing applications for verification, performing legal research, editing denial letters, managing and tracking status of applications, filing, printing, and mailing letters, entering information into databases, and other management and administrative support functions under Public Law 109-461. AA Temps is currently the only firm capable of providing all the required services without causing an unacceptable delay to mission needs. This special notice is not a solicitation or request for competitive offers, quotations, or proposals. No solicitation package is available. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. However, information received from interested firms will be considered for market research purposes. All responsible sources may submit a capability statement to provide administrative and professional support services, proposal, or quotation which shall be considered by the agency for the competitive follow-on requirement. Content: Responses should include the following information 1) organization name, address and website, 2) point of contact to include e-mail address and telephone number, 3) applicable socioeconomic category, 4) If applicable, GSA contract number, schedule, and SIN category, and 5) capability statement. Format: Responses shall be single-spaced, 12 point Times New Roman, with numbered pages. Pages shall not exceed 8 pages in length, including cover page, appendices, tables, and figures.
