- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to negotiate a sole source, Firm Fixed Price contract, utilizing procedures under FAR Part 13.5, Test Program for Certain Commercial Items, with Rees Scientific for a comprehensive Service Package with full documentation provided to satisfy regulatory authorities for Naval Hospital Rota Spain. Comprehensive system test verifies, calibrates and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming. Includes Onsite Service Plan with 24/7 Technical Support. This includes approximately 100 page GMP/GLP IQ/OQ validation report, 1000 page software validation test report, calibration of temperature and humidity with traceable equipment, copies of reference equipment calibration certificates and onsite refresher training at PM visit. Reese Scientific ™s proprietary software and monitoring system is the only monitoring software that is compatible in fit, form and function with the installed refrigerators and freezers throughout the facility. Software upgrades and maintenance as part of the normal annual validation and service can only be completed by Rees Scientific/s authorized service technicians. This requirement will be issued as an unrestricted procurement. The North American Industry Classification System (NAICS) code for this acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Size Standard is $19M.. A complete RFQ package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov on or around 8 April 2013. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
